Kuala Lumpur, 16 October 2025 — The ASEAN Plan of Action for Energy Cooperation (APAEC) 2026–2030 has been endorsed at the 43rd ASEAN Ministers on Energy Meeting (AMEM), as the regional strategic blueprint to advance the ASEAN energy goals and cooperation. The APAEC 2026–2030 adopted the theme of “Advancing Regional Cooperation in Ensuring Energy Security and Accelerating Decarbonisation for a Just and Inclusive Energy Transition,” highlighting the region’s priority to advance its regional cooperation in the energy sector. The document also reflects ASEAN’s long-term vision towards “ASEAN Energy Future 2045 – Secure, Resilient, and Interconnected Low-Carbon Energy Future.”
The APAEC 2026–2030 sets new collective aspirational targets for 2030, including to achieve 30% share of renewable energy in total primary energy supply, 45% share of renewable energy in installed power capacity, and 40% reduction in energy intensity compared to the 2005 baseline. The APAEC 2026-20230 further defines cooperation in seven (7) programme areas: ASEAN Power Grid (APG), Oil and Gas Connectivity, Security, and Sustainability (OGCSS), Clean Coal Transformation (CCT), Energy Efficiency and Conservation (EE&C), Renewable Energy (RE), Regional Energy Policy and Planning (REPP), and Civilian Nuclear Energy (CNE).

Razib Dawood, Executive Director of ASEAN Centre for Energy said: “I'm pleased to share that the 43rd ASEAN Ministers on Energy Meeting (AMEM) has concluded with a key endorsement for our future energy cooperation ASEAN Plan of Action for Energy Cooperation also known as APAEC. For the next 5 years, starting 2026 to 2030, will shape our future as the regional blueprint for our energy cooperation.” The ASEAN Centre for Energy (ACE), serving as the APAEC Secretariat, will facilitate the implementation of the APAEC 2026-2030 with the ASEAN Member States. ACE work in close consultation with the ASEAN Member States, supported by partners, to implement the Outcome-based Strategies and Action Plans under the APAEC 2026-2030.
The APAEC 2026-2030 was developed by the APAEC Drafting Committee, supported by the ASEAN Specialised Energy Bodies (SEBs) and Sub-sector Networks (SSNs), facilitated by ACE. The process included technical studies, consultations, and review meetings throughout 2024 and 2025 to ensure the framework reflects both national priorities and regional aspirations. Alongside the endorsement of APAEC 2026–2030, the Ministers also launched the ASEAN Renewable Energy Long-Term Roadmap (RE LTRM), developed by ACE based on the 8th ASEAN Energy Outlook.
The RE LTRM provides insights on renewable technology deployment, supply chain opportunities, and integration pathways to support ASEAN’s carbon neutrality goals. The endorsement of APAEC 2026-2030 reaffirms ASEAN’s collective commitment to strengthen regional energy cooperation and accelerate the clean energy transition in a just and inclusive manner.
