The GCF-KDB Programme operates a USD 100 million credit guarantee facility administered through Korea Development Bank (KDB) and local financial institutions to accelerate energy efficiency investment in Indonesia's industrial sector. Under Component 3.2 (Technical Advisory for Industrial Players), ACE provides direct technical assistance to borrower companies that have accessed financing under the programme.
In the course of programme implementation, ACE has observed a recurring challenge: borrower companies demonstrate inconsistency and uncertainty in the preparation and submission of energy management and monitoring reports required under their loan agreements and the programme's GCF reporting obligations. Company personnel lack formal, nationally-recognised credentials in energy management, energy auditing, and measurement & verification (M&V), the three core competency domains underpinning the programme's technical requirements. This results in variable reporting quality, delays in compliance submissions, and reduced confidence in the accuracy of energy savings data underpinning the programme's climate outcomes.
To address this gap in a structured and durable way, ACE proposes to procure a qualified service provider to deliver a three-track BNSP Certification Training Series. Successful participants will obtain nationally-recognised certification under the Badan Nasional Sertifikasi Profesi (BNSP) framework, equipping them with credentials and practical skills directly applicable to GCF-KDB Programme requirements.
