Overview

ASEAN Centre for Energy has grown into an organisation with roles of being the catalyst, think-tank and knowledge hub in the ASEAN region. More talented and skillful people join on-board through various projects. Looking at this trend, the Corporate Affairs Department in ACE plays an important role in managing the Human Resources (HR) activities. While most are still done manually, it is necessary to streamline these activities to enhance HR roles as strategic and high-performing unit.

As ACE continues to expand its programmes, projects, and workforce, it is essential to ensure that its compensation and benefits framework remains competitive, equitable, financially sustainable, and aligned with international best practices.

The increasing competition for highly qualified professionals within regional and international organisations has highlighted the importance of maintaining an attractive total rewards package that supports ACE's ability to recruit, motivate, and retain high-performing talent. At the same time, ACE seeks to ensure that its compensation structure remains internally equitable, transparent, and consistent with its organisational objectives and available resources.

To support these objectives, ACE intends to undertake a comprehensive Human Resources Assessment focusing on Compensation, Salary Benchmarking, and Employee Benefits. The assessment will review ACE's existing salary structure, grading system, allowances, employee benefits, and total rewards framework against comparable organisations, including ASEAN Secretariate, ASEAN sectoral bodies, international energy organisations, multilateral development organisations, and other relevant regional entities.

The assessment will provide evidence-based recommendations to strengthen ACE's compensation principles and ensure that its remuneration practices remain competitive, sustainable, and aligned with organisational growth.
