ASEAN BUILT Technical Assistance Programme for Energy Efficiency Pilot Project Pipeline Development in the Building Sector

Deadline : 30 November 2026
Procurement

Overview

The ASEAN-BUILT (Building Investment for Low-Carbon Transition in ASEAN) platform is a regional one-stop shop that bridges the gap between energy-efficient projects and the capital required for implementation. This initiative aims to address technical barriers to accessing sustainable finance by providing tailored support to commercial buildings committed to decarbonization.

This call offers Technical Assistance (TA) grants, up to 5% of the project investment size, with a maximum of USD 10,000, for commercial buildings in Cambodia, Indonesia, Thailand, and Vietnam. This funding is designed to de-risk projects by providing the technical foundation needed to unlock private capital and accelerate the scale-up of energy-efficient technologies. Individual grant allocations are determined on a case-by-case basis, depending on the project’s technical complexity, its potential for energy savings, and the scale of projected capital mobilisation.

Our support is structured to move through the project lifecycle toward financial matchmaking and implementation. Grant funding can be utilised for:

1) Energy Audit, including Investment Grade Audit
2) Technical Design and Financial Assessment
3) Assessment to access green finance
4) Other technical-related assistance

This Technical Assistance is a part of the Asia Low-Carbon Buildings Transition (ALCBT) Project. The ALCBT project is funded by the German Federal Ministry for Economic Affairs and Climate Action under the International Climate Initiative (IKI) and seeks to significantly reduce greenhouse gas (GHG) emissions by catalysing nationwide transitions towards low carbon buildings in Asian countries. The Project is being implemented in five (5) countries (Cambodia, India, Indonesia, Thailand, and Vietnam) for a duration of 5 years (2023–2028). The project implementation is led by the Global Green Growth Institute (GGGI) together with consortium partners, namely the ASEAN Centre for Energy (ACE), HEAT GmbH, and Energy Efficiency Services Limited (EESL).
