The ASEAN Centre for Energy (ACE) organised the 24th Regional Energy Policy and Planning Sub-Sector Network (REPP-SSN) Meeting and Its Associated Meetings, hosted by the Energy Market Authority (EMA), Singapore. The Meeting was held on 28 May 2025 in conjunction with a series of events convened on 27 – 28 May 2025 at the Orchard Hotel, Singapore.
The Meeting was held in hybrid mode, attended by nine (9) ASEAN Member States (AMS), along with representatives from the ASEAN Specialised Energy Bodies (SEBs), namely Heads of ASEAN Power Utilities/Authorities (HAPUA), ASEAN Council on Petroleum (ASCOPE), and from ASEAN Sub-sector Networks (SSNs), which includes ASEAN Forum on Coal (AFOC), Energy Efficiency and Conservation (EE&C-SSN), Renewable Energy (RE-SSN), Regional Energy Policy and Planning (REPP-SSN), and Nuclear Energy Cooperation (NEC-SSN), ASEAN Secretariat (ASEC), and ASEAN Centre for Energy (ACE). At its core, the meeting aimed to review the status and progress updates on the Annual Milestones of the ASEAN Plan of Action for Energy Cooperation (APAEC) Phase II: 2021 – 2025 under Programme Area No. 6: Regional Energy Policy and Planning (REPP), including reports from each programme areas of APAEC.

The Meeting was chaired by Jonathan Goh Kok Chye, Director for External Relations at EMA, as the REPP-SSN Chair and SOE Leader of Singapore and Agnes Koh, Deputy Director of External Relations, Sustainable Supply Division at EMA and Alternate SOE Leader of Singapore. Jonathan Goh Kok Chye as the REPP-SSN Chair and SOE Leader of Singapore, delivered an opening remark, officially marking the beginning of the meeting. The remarks underscored a continual review of each AMS members and reminded the alignment of the region’s aspirational goal. He emphasised the need to foster engagement with Dialogue Partners (DPs) and International Organisations (IOs) for support in achieving regional goals.

The morning sessions opened with directions from ASEAN Economic Community (AEC) Council and other ASEAN Coordination Committees, presented by Yanuar Fajari, Head of Energy and Minerals Division at the ASEAN Secretariat. He highlighted ASEAN’s strategic direction through the adoption of ASEAN Community Vision 2045, advancing regional energy and industrial initiatives, and progressing on AEC Blueprint implementation.
Following that, Beni Suryadi, Senior Manager of APAEC and Strategic Partnership Department at ACE, presented a review of the 23rd REPP-SSN, follow-ups from the 42nd AMEM and Special SOME 2025; before delivering status updates on the ASEAN Subsea Power Cable Development Framework session, which was held in the previous day, 27 May 2025. ACE presented the latest draft of the TOR for the development of ASEAN Subsea Power Cable Framework and requested to seek further guidance on the country coordinator for the framework development.

Following that, Dr. Tara Davenport from National University of Singapore delivered a presentation, which highlights states’ rights and obligations in laying and maintaining cables, especially within EEZs and territorial waters. Her presentation was noted by the Meeting as reference in the development of ASEAN Subsea Power Cable Framework.

The Meeting continues with a series of reporting sessions from the country ASEAN SEBs and SSNs coordinator, starting with HAPUA, ASCOPE, AFOC, EE&C-SSN, RE-SSN, REPP-SSN, and NEC-SSN. The presentations discussed on the progress and remaining annual milestones of each SEBs and SSNs chair in APAEC Phase II: 2021 – 2025, followed by potential plans for 2026 under the new APAEC 2026 – 2030.
Beni Suryadi opened the afternoon session with an update on the final year of APAEC Phase II: 2021 – 2025, highlighting all activities over the five-year implementation period, before moving on with a brief update on the development progress for the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026 – 2030.

A presentation covering key highlights of engagements with Dialogue Partners (DPs) and International Organisations (IOs) was delivered by Septia Buntara Supendi, Senior Officer of Energy and Mineral Division at ASEAN Secretariat. The discussion covered updates on the engagements and potential cooperation area for ASEAN. The session continued with presentation from Beni Suryadi, updating key highlights of the ACE’s recent engagements with DPs and IOs, including Australia, China, France, Japan, Norway, Russia, the Republic of Korea, the United States, and the World Bank.
Closing the meeting, Agnes Koh conveyed her regards through a closing remark, emphasising the need for continued deliberation on the aspirational targets of APAEC 2026–2030 to ensure alignment with regional objectives and AMS national targets. She highlighted the importance of grounding future strategies in the achievements and identified gaps of APAEC 2021–2025. Additionally, she encouraged ASEC and ACE to enhance engagement with Development Partners (DPs) and International Organizations (IOs) to explore potential project support and strategic partnerships.
