Vietnam’s Prime Minister Nguyen Xuan Phuc on December 24 held a phone talk with his Russian counterpart Dmitry Medvedev to keep a close watch of cooperation activities, according to the Vietnamese Ministry of Foreign Affairs (MOFA).

Prime Minister Nguyen Xuan Phuc made the request while attending a conference in Hanoi on December 25 to review the EVN’s performance in 2019 and set tasks for 2020. According to a report presented at the conference, the total power capacity of the firm and its subsidiaries is estimated at nearly 29,000 MW, accounting for 54% of the national power system. Commercial electricity output in 2019 rose 8.9% year-on-year to reach 209.5 billion kWh. EVN has also commenced the construction of 196 installations and completed the connection of 192 power projects to the national grid. Vietnam’s electricity access index in 2019, was ranked 27th among 190 countries in the world, up a significant 129 places, and 4th in the Association of Southeast Asian Nations (ASEAN), surpassing the set out target two years ahead of schedule. |

The Energy Ministry has decided to postpone the effective date for cutting retail prices for biodiesel B10 and gasohol E20 by one baht per litre from Wednesday to Thursday because the ministry’s buildings caught fire on Wednesday, rendering officials unable to conduct a meeting.
The State Oil Fund Administrative Committee previously planned to approve this measure to be effective from Dec 25 to Jan 10.
The fire took place on the third floor of the ministry’s energy complex on Vibhavadi Rangsit Road. It was extinguished within one hour.

THE Department of Energy (DoE) has issued a circular that will require half of the supply contracted as reserve power to be on a “firm” basis in which the grid operator has a binding agreement to source its requirement from a power generation plant.
“Signed na ang AS (ancillary services) policy. Ipa-publish na lang namin (The ancillary services policy has been signed. We will shortly publish it),” DoE Assistant Secretary Redentor E. Delola said.
“We’ll probably publish it in the next couple of weeks,” he told reporters.
Ancillary services, which generally refer to power reserves, are necessary to support the transmission of power capacity and energy from generation sources to consumption loads. These reserves maintain the reliable operation of the transmission system in line with good utility practice and the Philippine Grid Code.

MANILA, Philippines – The Department of Energy (DOE) reminded oil companies to use up their old inventory first before slapping new taxes in 2020 to avoid facing criminal charges like large-scale estafa.
Oil prices will rise again starting January 1, 2020, as the final tranche of the Tax Reform for Acceleration and Inclusion (TRAIN) law takes effect.
Under the law, diesel will rise by P1.50 per liter. Gasoline, kerosene, liquefied petroleum gas, and lubricating oils will go up by P1.

Nuclear energy might be coming to the Philippines soon after an International Atomic Energy Agency (IAEA) team of experts concluded an eight-day mission in December to review the country’s infrastructure development for nuclear power.
The Integrated Nuclear Infrastructure Review (INIR) was conducted at the Bataan Nuclear Power Plant after an invitation by the Philippines government. Currently, the Philippines is the only country in ASEAN with a completed nuclear power plant.
