Programme for Energy Efficiency in Buildings (PEEB)
The PEEB ASEAN (Partnership for Energy Efficiency in Buildings in Southeast Asia) supports ASEAN Member States in strengthening policies and market conditions for green buildings. We bridge the gap between policy frameworks and actual investments, contributing directly to the APAEC target of reducing energy intensity by 40% by 2025.
Transforming the ASEAN Building Sector:
Efficiency, Resilience, and Investment
A strategic partnership between the ASEAN Centre for Energy (ACE) and the Agence Franรงaise de Dรฉveloppement (AFD) to accelerate the transition toward low-carbon, energy-efficient buildings across Southeast Asia.
About the Programme
The Challenge & The Opportunity
Understanding why building energy efficiency is central to ASEAN"s sustainable development goals.
The Challenge
The building sector accounts for 23% of total final energy consumption and energy-related COโ emissions in ASEAN. With energy demand projected to double by 2050, urgent action is required to bend the emissions curve through smarter building design and policy.
Our Mission
The PEEB ASEAN supports ASEAN Member States in strengthening policies and market conditions for green buildings. We bridge the gap between policy frameworks and actual investments, contributing directly to the APAEC target of reducing energy intensity by 40% by 2030.

How We Work
Component 1 โ Enhancement of Enabling Activities
Our Approach & Key Pillars
How PEEB ASEAN drives measurable change across policy, investment, and capacity building.
Component 1 โ Enhancement of Enabling Activities for Building Energy Efficiency
๐Click any pillar to learn more
Pillar 1
Strengthening the Policy Framework
Output 1.1 ยท Policy Landscape Analysis
We conduct comprehensive stocktaking and gap analysis of building energy efficiency policies across the region. We provide evidence-based recommendations to support ASEAN Member States in prioritising actions that turn high-level strategies into effective implementation.
Pillar 2
The Digital Hub for Knowledge & Investment
Output 1.2 ยท Building EE Digital Hub
We are developing the ASEAN Building Energy Efficiency Digital Hub โ a "matchmaking" platform connecting project developers and building owners with financial institutions to scale up green investments across Southeast Asia.
Pillar 3
Capacity Building & Leadership
Output 1.3 ยท Regional Capacity Enhancement
We empower decision-makers through regional workshops and international study tours โ including visits to tropical climate zones like La Rรฉunion โ to exchange knowledge on bioclimatic design and passive cooling strategies.
Pillar 4
Flexible Technical Assistance
Output 1.4 ยท National Enabling Activities
We provide targeted technical assistance tailored to national needs, supporting countries in implementing building energy efficiency measures through direct engagement with national focal points and stakeholders. Enabling activities will be prioritised for countries with greater needs, in accordance with the established eligibility criteria.
Component 2 โ Investment & Scale-Up
Component 2 โ Investment & Scale-Up
Component 2 supports public and private project owners in implementing large-scale or emblematic sustainable building construction and renovation projects. The component is implemented by AFD and helps leverage additional AFD financing, often in the form of concessional loans. Every euro invested by PEEB ASEAN is estimated to yield around 20 additional euros of AFD financing.
Component 2 ยท Output A
Project-Level Technical Assistance
Budget ยท EUR 1 Million
Technical and financial feasibility studies, building energy audits, architectural and technical programming, building energy and thermal modelling, tender review, design review, climate risk assessment, carbon footprint assessments.
Component 2 ยท Output B
Project-Level Investment Grant (IG)
Budget ยท EUR 1.5 Million
Partially covers any potential incremental costs related to energy efficiency and climate resilience improvements in the supported building projects.

International Study TourScheduled for May 2027 Invitations to be sent by Jan 2027
An international study tour under Output 1.3, indicatively to Reunion Island (a French territory with a tropical climate comparable to ASEAN"s). Co-organised with AFD, it exposes AMS officials to proven bioclimatic design and passive cooling practices that can inform national building EE policies and investments.
We connect, inform, and empower ASEAN's energy community. Through regional cooperation, knowledge exchange, and evidence-based insights, ACE drives progress toward a secure, sustainable, and integrated energy future for all, fulfilling its three (3) key roles as:
