BACKGROUND 

The ASEAN Centre for Energy (ACE) is an intergovernmental organisation representing the 10 ASEAN Member States’ (AMS) interests in the energy sector. The Centre serves as a catalyst for the economic growth and integration of the ASEAN region by initiating and facilitating multilateral collaborations as well as joint and collective activities on energy. It is guided by a Governing Council composed of Senior Officials on Energy from each AMS and a representative from the ASEAN Secretariat as an ex-officio member. Hosted by the Ministry of Energy and Mineral Resources of Indonesia, the ACE office is located in Jakarta. 

As part of the efforts to fulfil its function as a regional knowledge hub and centre of excellence that builds a coherent, coordinated, focused and robust energy policy agenda and strategy for ASEAN, ACE hosts the ASEAN Energy Database System (AEDS). AEDS was developed by ACE since 2001 as a web-based system that records the official ASEAN statistical data and related energy news and policies. The system aims to become a regional pool of data for various reliable energy-related data and information of and for ASEAN and the AMS, a platform for AMS to access reliable energy statistic data, news, and policy data across the region, and provides insight into the ASEAN energy landscape​. Throughout its history, AEDS has gone through several stages of enhancement, from only providing data and statistics initially to incorporating more content and visual improvement​. AEDS should play a pivotal role in supporting ASEAN and the AMS in collaborating and cooperating to facilitate the implementation of the ASEAN Plan of Action and Energy Cooperation (APAEC) programme areas.  

AEDS will be enhanced as an integrated platform to accelerate the utilisation of vast renewable energy (RE) resources and develop interconnectivity within the region. In the RE space, for example, AEDS is now expected to accelerate the development of affordable low-carbon electricity resources by addressing the knowledge gaps in between the AMS. Among others, the expectation includes a provision of accurate RE potentials in ASEAN, current energy transition policies among the AMS, existing national-level environmental and sustainability framework for best practices study, and the latest green jobs and gender equity status of ASEAN. In developing the AEDS to meet these growing requirements, it is crucial to conduct market scoping to identify the data types, sources, visualisation, and other relevant information on renewable energy potential, projects, and policies, as well as environmental and social aspects. 

In addition, accelerated development of the interconnected power systems under the ASEAN Power Grid (APG) initiative requires the development of a one-stop platform for accessing trade data and conducting relevant investment planning. This platform would facilitate cooperation in the RE sector by enabling the completion of transactions more efficiently than the current ad-hoc bilateral power purchase agreement negotiations. It would also allow a larger pool of sellers and buyers, expanding liquidity and opportunities for investors in renewables projects. To develop the platform, it is critical to conduct a requirement analysis to collect, aggregate, and present market data to identify the supply and demand trends and opportunities for sellers and buyers. AEDS can host the platform due to its strategic development and history of provisioning accessible data to AMS. Therefore, a revitalisation of the AEDS core systems and infrastructure is needed to meet these latest expectations. 

This activity is supported by the World Bank under the Multi-Phase Programmatic Approach on Accelerating Sustainable Energy Transition (MPA ASET) project.  

OBJECTIVES 

AEDS, as a web portal for ASEAN’s energy information, will be the foundation for ACE, AMS, and other stakeholders to conduct analysis and projection studies for the region. By improving the collection and processing of AEDS, ACE could heighten its focus on those studies, fulfilling its role as the regional knowledge hub and think tank.  

The Project aims to achieve the following objectives: 

  1. An improved and comprehensive AEDS, including its data structure, core infrastructure, and platform, provides an enhanced ASEAN energy database. 
  2. A centralised regional database for RE, EE and related environmental and social topics. This involves market scoping to identify the data types, sources, and other relevant information related to renewable energy in ASEAN. The activities will also include data collection and visualisation on renewable potential, projects, policies, environmental and social data in relation to the energy sector. In line with ASEAN’s commitment to a just and inclusive energy transition, the updated AEDS will also incorporate gender-disaggregated data and indicators related to gender equity in the energy sector. This may include data on women’s participation in the energy workforce, access to green jobs, gender-responsive energy policies, and other metrics that can inform gender-inclusive planning and decision-making in the region. 
  3. A platform design for system investment planning and power data sharing. It is a platform for collecting and aggregating system investment planning and data sharing for cross-border interconnection projects. This includes requirement analysis to collect, aggregate, and present market data to support cross-border electricity trade and investment planning to realise the economic benefits of regional power integration.  

 SCOPE OF WORK 

In light of these responsibilities, ACE seeks a skilled Consultant Firm/Individual to assist in the scoping study, produce the required outputs, and conduct capacity building. The consulting team will be responsible for the following tasks: 

  1. Assess the capability and standard compliance of existing AEDS infrastructure in ACE. 
  2. Assess existing and future initiatives related to energy data in ACE and how it can be related with AEDS or how AEDS can support such initiatives. These include RE Projects Database, ASEAN Coal Database Information System (ACDIS), ASEAN Power Grid, etc. The assessment process might include interviews with key stakeholders. 
  3. Review relevant energy data across the region and international references to assess the data gaps and demand for the current and future areas, including the mature technologies (i.e., hydropower, solar, wind), emerging technologies (i.e. hydrogen, carbon capture utilisation and storage, smart grid, distributed energy resources, energy storage), innovative financial mechanisms (i.e. carbon credit, renewable energy certificates), gender-disaggregated energy data and indicators.  
  4. Perform gap assessment of ASEAN-wide and international data, including reviewing country data availability and quality, review open-source databases (IEA, IRENA, Bloomberg NEF, World Bank, UN, regional institutions). Assessment results should include a regional data gap map which can form the basis for future project topics/scopes that ASEAN needs. Perform platform benchmarking between AEDS and world-class data platforms. The study must analyse not just features, but their technology stacks, data governance models, user engagement strategies, and API ecosystems, providing actionable recommendations for AEDS.  
  5. Propose APAEC Policy-to-Data-Point Mapping: Systematically link every strategic area of the APAEC to specific, measurable data points, starting with RE share and Energy Intensity (EI) monitoring. This will ensure the AEDS supports monitoring and assisting ASEAN’s official energy goals. 
  6. Propose an initial list of data sets and fields, and define granularity and expected attributes for data requirement for each topic, especially on RE and Power.  
  7. Develop data collection templates, update mechanisms, and data consolidation from different sources. 
  8. Recommend a multi-source strategy with maintenance plan, whether specific datasets are better sourced through direct country input, open source, or commercial databases, and whether they can be collected manually or automatically.  
  9. Detailed Data Schemes and Dictionaries: provide a comprehensive Data Dictionary that defines each field, its unit of measurement, expected update frequency, and sourcing method for every data topic (RE, EE, Power, Gender, etc.). Develop procedures to ensure traceability and transparency of data sources. The expected standard is that all data records must store metadata on source, methodology, update date, data quality grade. 
  10. Propose quality assurance (QA) and quality control (QC) mechanisms and workflows: How will data accuracy, completeness, and consistency be verified. 
  11. Propose a detailed 5-year AEDS sustainability and growth plan:  
  • How can ACE develop and maintain the database? 
  • What governance process should be set up with AMS? 
  • Monetisation plan 
  • AEDS features in several scenarios (low, med, high investments) 

12. Assist in facilitating two (2) workshops with AMS to gather inputs/needs. 

 

DURATION OF ENGAGEMENT 

The main assignment will be hired for five (5) months from July until November 2025 (exact dates will be finalised in the contract). The awarded Consultant will be obliged to work within the required deadlines and be available for a call if needed.   

EXPECTED DELIVERABLES 

The technical experts are required to deliver the following studies and documents over the duration of engagement: 

  1. An Assessment Report that includes: 
  • Quality audit on the existing AEDS 
  • Gap assessment on the existing AEDS and other data-related initiatives in ACE with regional and international benchmarks 
  • Proposed workflows for data collection and governance 
  • A detailed 5-year AEDS revitalisation, sustainability and growth plan, including TOR for system development.

CONSULTANT QUALIFICATION 

The Consultant team should comprise professionals capable of fulfilling the diverse tasks outlined in this ToR, with a deep understanding of the region, its unique challenges, and opportunities.  

  • Postgraduate degree in data analytics, data science, knowledge management, statistics, engineering or related studies 
  • At least ten (10) years of work experience in developing and managing energy databases 
  • Experienced in the energy sector in Southeast Asia 
  • Knowledgeable of energy issues, global and regional energy trends, data, and developments, and has demonstrated skills in coordinating and implementing projects and programmes 
  • Familiarity with gender-disaggregated data collection, gender analysis tools and methodologies, and reporting standards is an advantage 
  • Excellent facilitation skills to support data stakeholder consultations, workshops, and training sessions 
  • Excellent command of English and capacity to write high-quality reports and presentations 

 

CONSULTANT FEE 

  • This is a Lumpsum contract. The financial proposal will include all expected costs of the assignment. The arrangement of components for working days for every personnel must be specified. 
  • For the satisfactory performance of the Assignment, the Consultant will be paid a fixed fee of a maximum of USD 20,000 (Twenty Thousand Dollar). 
  • 1st payment: 20% upon signing of the contract. 
  • 2nd payment: 40% of the contract’s cost, paid after final submission of the Draft report upon acceptance and approval of the final version by the Project Management Team.  
  • 3rd payment: 40% of the contract’s cost, paid after final submission of the Final report upon acceptance and approval of the final version by the Project Management Team. 
  • Payment will be made to the Consultant’s nominated bank account. 
  • ACE is an intergovernmental organisation and is not liable for any taxes. You shall file and settle any payment for income tax arising from the income from ACE. ACE shall not be responsible for any consequences of your failure to fulfil your obligation relating to the income tax laws of your respective country. 
  • The technical expert consultant is not required to travel to the ACE office or the meeting venue; however, this might change over time.

ASEAN-Russia Capacity Building on Energy Statistics (AR-CBES) 

POST TITLE 

Expert Consultant on Energy Statistics 

 BACKGROUND 

The project is aimed at researching the approaches of ASEAN Member States (hereinafter – AMS) towards collecting and processing of energy statistics data which includes data related to stages of production, import, export, changes in the volume of energy reserves, processes of conversion, transmission, distribution and consumption of energy, in order to systematise its structure, a list of key statistical measures and indicators to learn the views and approaches to terminology, collection and processing of statistical data with those used in the Russian Federation. This process will support the improvement of AMS energy statistics to strengthen and complement the ASEAN Energy Database System (AEDS) to have integrated regional data with good data quality, in terms of availability, standardisation, and updated data, which currently still has data gaps. 

The collection and analysis of statistical data carried out during the project will make it possible to develop a Set of recommendations on energy statistics and create an educational course “Energy Statistics: New Data Management Opportunities”. Thus, the project will lay the foundation for mutual understanding in the field of energy information, activate national programmes on energy statistics, and allow for comparing the statistical data of the AMS and the Russian Federation. 

The project envisages:  

  1. collection of information on statistical data and indicators;  
  2. analysis and comparison of statistical data and indicators and their sources; 
  3. organisation of a workshop to present the results of a joint study of existing approaches to the collection and processing of energy statistics data from AMS, the Russian Federation and international statistical organisations;  
  4. development of a set of recommendations on improvement of approaches to statistical data collection to support the development of the next edition of ASEAN Energy Outlook (AEO9);  
  5. development of the program of the educational course of additional vocational education “Energy Statistics: New Data Management Opportunities”; 
  6. conducting a full-time educational course in order to test the additional vocational education programme;  
  7. creation of a video course of additional vocational education, taking into account the experience of the full-time educational course. 

 

OBJECTIVES 

The project aims to achieve the following objectives: 

  1. A study of existing approaches and frameworks among the AMS, the Russian Federation and international statistical organisations to the collection and processing of energy statistics data 
  2. Review and analysis of the sources based on which the AMS collect and processes statistical data used to analyse the current state and assess the prospects for development in the energy sector 
  3. Determining the composition and analysis of statistical data used to assess the current state and forecast the development of the fuel and energy sector for the AMS 
  4. Summarising the experience of national statistical services in the formation of statistical indicator systems of the AMS reflecting activities in the energy sector in order to improve its energy efficiency 
  5. Development of recommendations for the AMS on the collection and processing of statistical data, the formation of a system of strategic planning indicators based on the  methodological approaches in force in the Russian Federation 
  6. Generalisation, analysis and systematisation of statistical data of the AMS used to assess the current state and forecast the development of energy in order to develop recommendations on methodological approaches to the collection and processing of statistical data based on the Russian experience 
  7. Generalisation and systematisation of approaches to data processing used in the AMS, the Russian Federation, the IEA and Eurostat, development of proposals for a list of principles and methods for forecasting energy development and the formation of fuel and energy balances of the AMS 
  8. Review the curriculum for the program of the educational course of additional vocational education “Energy Statistics: New Data Management Opportunities” 

 

SCOPE OF WORK 

To support the project activities in order to achieve the objectives, ACE is seeking an experienced Expert Consultant Firm/Individual to deliver the outputs of the study. The consulting team will be responsible for the following tasks: 

  1. Training on statistical standards and modelling, such as CSPA, GSBPM, GSIM, for ACE and AMS 
  2. Development of two (2) Study Reports for Objective #1 and #2 
  3. Mapping and assessing statistical data gaps in AMS 
  4. Providing recommendations and proposals for data collection and processing 
  5. Laying out the Report outline and content 
  6. Improving and writing the Report draft 
  7. Incorporating inputs and revisions from the language editor and related stakeholders 
  8. Finalising the Report for publication 
  9. Development of two (2) Policy Briefs 
  10. Writing the 3-5 pages max of policy brief article, based on the findings from the study 
  11. Development of one (1) Academic Paper 
  12. Writing international journals (minimum Q2), based on the findings from the study 
  13. Development of two (2) Opinion Articles 
  14. Writing a popular article, such as Op-Ed or Blog, to be published in a well-known media, based on the findings from the study 
  15. Support preparing materials for the dissemination Workshop 
  16. Review educational course on “Energy Statistics: New Data Management Opportunities” 
  17. Submit two (2) project progress reports: Interim and Final Reports 

 

DURATION OF ENGAGEMENT 

  • The Consultant awarded with the assignment will be hired from July 2025 until June 2026 (exact dates will be finalised in the contract), and is obliged to work within the required deadlines and be available for a call if needed. 
  • The Technical Expert will undertake this study for a period of twelve (12) months (Table 1 and Table 2), which can be continuous or intermittent due to further discussion between ACE and the Consultant.

REQUIRED DOCUMENT 

Interested Technical Expert(s) are invited to submit a proposal in response to this TOR (Max. 10 pages).  

The Technical component should present the following information: 

  • A brief discussion indicating the bidder’s understanding of the needs of the study. 
  • A brief analysis of key issues as well as a methodological discussion of how the bidder proposes to address those needs, including an assessment of key issues, analytical strategies that will underlie the project, specific tools/ methods/ techniques to be utilised, and a practical discussion of possible limitations in carrying out the project. 
  • A detailed work plan that specifies activities to be undertaken, expected outputs and deliverables, resources to be utilised, and timing.  
  • A discussion on how measures will be taken to ensure the future sustainability of the project’s outcomes. 
  • CVs of the proposed expert(s) and a brief discussion of the candidate’s experience undertaking similar work, and summaries of all projects undertaken. 

 

The Financial component should specify the following information:

 BACKGROUND 

Established on 1 January 1999, the ASEAN Centre for Energy (ACE) is an independent intergovernmental organisation within the Association of Southeast Asian Nations (ASEAN) structure that represents the 10 ASEAN Member States’ (AMS) interests in the energy sector. ACE accelerates the integration of energy strategies within ASEAN by providing relevant information and expertise to ensure the necessary energy policies and programmes are in harmony with the economic growth and the environmental sustainability of the region.  

Guided by a Governing Council composed of Senior Officials on Energy from each AMS and a representative from the ASEAN Secretariat (as an ex-officio member), ACE is hosted by the Ministry of Energy and Mineral Resources of Indonesia and headquartered in Jakarta.  

As a data and knowledge hub for the ASEAN energy sector, ACE actively uses its website (www.aseanenergy.org) as the main platform for sharing information, updates, publications, and activities to the public. In 2025, ACE plans to redesign the website to improve its overall performance, user experience, and backend features. To support this project, ACE is seeking an experienced Website Consultant to lead the development of the new and improved website. 

OBJECTIVES

  • Rebuild the website system to a more efficient and scalable platform 

Replace the current website system to a platform that aims for the backend efficiency, easier content management, better features or modules, and support the integration with third-party tools (e.g. analytics, search engines, etc). 

  • Optimise website performance and architecture 

This is aims to have better page load times, responsive design for seamless various devices, strengthening SEO elements. 

  • Minimise website bugs and ensure stable functionality across all devices 

This revamp will identify the existing bugs before develop the new system and ensure a smooth and reliable user experience by conducting thorough QA testing before launch. 

 

SCOPE OF WORK AND EXPECTED DELIVERABLES 

The draft product of the ACE website is on the sitemap shown in ANNEX 1. The scope of work and deliverables will be summarised in the following table that consists of 5 (five) phases:

The implementation of the project will be led by the Corporate Affairs (CA) Manager and ICT Unit. ACE is fully responsible for overseeing the implementation, managing coordination, and facilitating communication between the consultant and relevant ACE management and staffs. 

DURATION OF ENGAGEMENT 

The consultant awarded with the assignment will be hired from July 2025 to November 2025 and is obliged to work within the required deadlines. An indicative timeline for each milestone is provided below.

Qualification of the Website Consultant

  • Demonostrated experience in develop the website for Intergovernmental Organisation, Non-profit Organisation, or International Organisation in the past five (5) years.

CONSULTANT FEE 

  1. The indicative budget range for this assignment is USD 6,000 – 15,000 
  2. Payment will be made to the Consultant’s nominated bank account. 
  3. ACE is an intergovernmental organisation and is not liable for any taxes. Your company shall file and settle any payment for income tax arising from the income from ACE. ACE shall not be responsible for any consequences of your failure to fulfil your obligation relating to the income tax laws of your respective country.

Established on 1 January 1999, the ASEAN Centre for Energy (ACE) is an intergovernmental organisation within the Association of Southeast Asian Nations (ASEAN) structure that represents the interest of the 10 ASEAN Member States (AMS) in the energy sector. ACE ensures that energy policies and programs align with the region’s economic growth and environmental sustainability by providing essential information and facilitating the integration of energy plans across ASEAN. 

As a regional centre of excellence, ACE plays a central role in shaping a coherent and coordinated energy policy agenda for the region. This includes conducting joint studies, fostering policy dialogue, and supporting capacity-building initiatives to implement the ASEAN Plan of Action for Energy Cooperation (APAEC) — ASEAN’s blueprint for regional energy cooperation. 

APAEC’s core vision of enhancing regional collaboration to ensure energy security, accessibility, affordability and sustainability aligns closely with the global Sustainable Development Goals (SDGs), particularly SDG 7, which calls for universal access to affordable, reliable and clean energy. While ASEAN has made significant progress in expanding electricity access, gaps remain — notably in scaling up access to clean cooking, accelerating renewable energy deployment and improving energy efficiency. 

At the regional level, ASEAN has established aspirational targets for renewable energy and energy efficiency under the APAEC. Meanwhile, although ASEAN does not have region-wide energy access targets, particularly in electricity and clean cooking, most Member States have committed to national-level targets in these areas. Achieving these goals requires more than technical solutions – it demands integrated policy frameworks and strategic enablers to drive implementation at scale. 

In this context, SDG 13 (Climate Action) can serve as a strategic enabler for SDG 7 by promoting clean energy deployment. Mobilizing climate finance and supporting just transition. Climate policies such as National Determined Contributions (NDCs) and Long-Term Low Emission Development Strategies (LT-LEDS) offer entry points to integrate clean energy access targets, while climate finance can help implement clean energy access solutions. At the same time, achieving SDG 7 could contribute to SDG 13 by reducing emissions, enhancing resilience and supporting low-carbon development pathways across the region. 

Building on this, the ASEAN Climate Change and Energy Project (ACCEPT) Phase II, plays a critical role in advancing the region’s energy-climate nexus. Officially endorsed by the 40th ASEAN Ministers on Energy Meeting in 2022 and jointly implemented by ACE and the Norwegian Institute of International Affairs (NUPI), ACCEPT II aims to support ASEAN’s capacity towards transitioning to a Low-Carbon Energy System and achieving long-term carbon neutrality ambitions. The project is aligned with the goals of SDG  7 and SDG 13, supporting clean energy development and climate action as integral elements in advancing a just and low-carbon energy transition in ASEAN. 

To further support this objective, ACCEPT II will undertake a study to assess the progress of SDG 7 across ASEAN and examine the interlinkages with SDG 13, with a focus on how climate action can serve as a catalyst for advancing clean energy access in the region. In line with this effort, the project is seeking an experienced Expert on Sustainable Development Goals (SDG 7 and SDG 13) to conduct the study, providing analytical insights and policy recommendations that can inform regional planning and strengthen the energy–climate nexus in ASEAN. 

  • OBJECTIVES, SCOPE AND OUTPUTS 

The objective of this assignment is to assess ASEAN’s progress in achieving SDG 7 and to examine how key SDG 13 targets – such as climate finance, policy integration, and resilience planning – can strategically support and accelerate SDG 7 implementation in the ASEAN Member States.  

The proposed work will involve: 

Background and Introduction 

  1. Provide an overview of SDG 7 and SDG 13. Including their targets and indicators relevant to the ASEAN context.
  2. Explain why tracking SDG 7 progress is important for the region’s development, energy transition and climate ambition.    
  3. Highlight how SDG13 – through policy alignment, climate finance, and resilience building – can serve as a strategic enabler for SDG 7, especially in addressing persistent gaps in energy access. 

Assessment of SDG 7 in ASEAN 

  1. Review current indicators in ASEAN and identify limitations in capturing quality, reliability, and affordability: 
  2. 7.1.1 Proportion of population with access to electricity. 
  3. 7.1.2 Proportion of population with access to clean cooking. 
  4. 7.2.1 Renewable energy share in TFEC. 
  5. 7.3.1 Energy intensity measured in terms of primary energy and GDP. 
  6. 7.A.1 International financial flows to developing countries in support of clean energy research and development of RE. 
  7. Mapping and identify key gaps in achieving SDG7 goals.

BACKGROUND

The ASEAN Centre for Energy (ACE) is an intergovernmental organisation that independently represents the 10 ASEAN Member States (AMS) interests in the energy sector. The Centre serves as a catalyst for the economic growth and integration of the ASEAN region by initiating and facilitating multilateral collaborations and collective energy activities. It is guided by a Governing Council composed of Senior Officials on Energy from each AMS and a representative from the ASEAN Secretariat as an ex-officio member. The ACE office is based in Jakarta, hosted by Indonesia’s Ministry of Energy and Mineral Resources.

As part of the efforts to fulfil its function as a regional centre of excellence that builds a coherent, coordinated, focused and robust energy policy agenda and strategy for ASEAN, ACE conducts joint studies, policy dialogues and capacity buildings for AMS to support the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016-2025. APAEC is the blueprint for enhancing energy connectivity and market integration in ASEAN to achieve energy security, accessibility, affordability, and sustainability for all AMS.

Concerning the above and alignment with the ASEAN Plan of Action for Energy Cooperation (APAEC) to increase renewable energy deployment in the region, ACE will conduct the development of a technical framework for a cross-border renewable energy certificate (REC) system in ASEAN. Supported by the World Bank, this assessment will address issues on renewable energy development by identifying opportunities associated with the movement of REC from cross-border green electricity trade in driving clean energy projects and helping to meet the regional renewable energy (RE) targets.

The study aims to develop a regional REC framework at ASEAN that highlights the ASEAN Member States’ (AMS) commitment to standardised cross-border REC transactions and demonstrates alignment with international leading practices. By drawing insights from global best practices and an in-depth assessment of the region’s status quo of REC practices, the regional framework will establish harmonised rules for cross-border REC issuance, trade, and tracking across ASEAN─ while also addressing the unique country-specific circumstances of each REC and power market in the region.

DURATION OF ENGAGEMENT

The consultant hired with the assignment will be hired up to 30 months from July 2025 until December 2027, obliged to work within the required deadlines, and available for calls or meetings, virtually and in person, as needed.

The consultant will undertake this project for a period in line with Table 1 of clause VI, which can be continuous or intermittent due to further discussion between ACE and the consultant.

TASK TO BE UNDERTAKEN

The consultant will assist ACE in developing the report on the technical framework for the cross border Renewable Energy Certificate (REC) trading in ASEAN. The structure of the end report is indicated in Annex A. The final content is subject to change based on the discussion and agreement between ACE and the consultant.

The objective of the assignment is to assess:

  1. Existing green electricity attribute tracking and certification systems of 10 (ten) AMS to identify common principles, best practices, and gaps with the global best practices.
  2. The ways in which REC contributes to renewable energy (RE) financing and bankability. Including considering the relevant policies and incentive mechanisms that influence REC-driven financing in the context of ASEAN Power Grid (APG) planned interconnections.
  3. Opportunities and benefits for AMS from engaging in the cross-border RE electricity trade with bundled RECs.
  4. The detailed functions, requirements, mechanisms, key roles and tasks, workplan, source of financial stream, and structure of a convening dialogue platform for ASEAN REC stakeholders within the national and regional energy regulatory framework as a precursor to establishing the ASEAN REC Taskforce.
  5. The importance and benefits associated with developing the ASEAN REC Taskforce.
  6. The required technical and regulatory mechanisms to track physical cross-border clean electricity flows. Including analysing the credible monitoring system to track clean electricity exports and imports.
  7. Approaches to align and harmonise technical enabling requirements for ASEAN cross-border RE electricity trade, including but not limited to the regionally contextualised adoption of existing residual mix calculation methodology.
  8. Coordination of REC-related data protocols and long-term data governance and information sharing across AMS.
  9. The consolidation of technical enabling requirements, REC contribution to RE financing (including in the context of APG), as well as the ASEAN REC Taskforce structure, functions, and workplan, into a regional framework that enables the recognition of cross-border REC trade within APG.

The scope of the assignment for the technical experts are:

  1. Collect relevant data, analysis, and references to build the analysis.
  2. Structure the reports as a reference for multiple stakeholders, including areas in policy, financing and technologies.
  3. Together with ACE to prepare the concept note and guiding questions for discussion, presentation and summary for knowledge-sharing/focus group discussions (FGD).
  4. Prepare the meeting report of the activities.
  5. Develop the final framework based on the conducted studies as well as insights gained from meetings. The technical expert is also required to ensure the synchronicities of the final report flow, with the conducted studies.

The proposed key experts shall, at a minimum, include the: Team Leader/Project Manager, 1 Subject Matter Expert related to a regional REC governance body, 1 REC market expert with experience in analyzing multiple ASEAN country markets, and1 (one) ASEAN renewable energy regulation and policy analyst.

Key Experts will not be evaluated at the shortlisting stage. The works are expected to be fully remote with exception of in-person facilitation role during the workshop arrangements as indicated in the TOR
