POST TITLE

Consultant on Policy Roadmap for Household Refrigerator in the ASEAN Context

BACKGROUND

The ASEAN Centre for Energy (ACE) is an intergovernmental organisation that independently represents the 10 ASEAN Member States’ (AMS) interests in the energy sector. The Centre serves as a catalyst for the economic growth and integration of the ASEAN region by initiating and facilitating multilateral collaborations and joint and collective energy activities. It is guided by a Governing Council composed of Senior Officials on Energy from each AMS and a representative from the ASEAN Secretariat as an ex-officio member. Hosted by the Ministry of Energy and Mineral Resources of Indonesia, ACE office is in Jakarta.

Part of the efforts to fulfil its function as a regional centre of excellence that builds a coherent, coordinated, focused and robust energy policy agenda and strategy for ASEAN, ACE conducts joint studies, policy dialogues and capacity building for ASEAN Member States to support the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016-2025.

APAEC 2016 – 2025 is serves as the blueprint for enhancing energy connectivity and market integration in ASEAN to achieve energy security, accessibility, affordability, and sustainability for all AMS. These provide the regional blueprint for reducing the energy intensity of the region by 32% by 2025. One of the main programme areas is Energy Efficiency and Conservation (EE&C). The Energy Efficiency and Conservation (EE&C) Programme Area adopts an outcome-based strategy (OBS), with OBS 1: Expand, Harmonise and Promote EE S&L (Energy Efficiency Standards & Labelling). To support this, Action Plan 1.1: Develop and implement regional and national policy roadmap for Minimum Energy Performance Standards (MEPS) is a one of the key deliverables, aimed at harmonising EE standards, hence contributing to the long-term goal of reducing energy intensity across ASEAN.

Prior to the latest study, by 2050, the residential sector in ASEAN is expected to consume over 68.2 million tonnes of oil equivalent (Mtoe) annually, with refrigerators contributing 12.7% of that total, highlighting their substantial share of energy use. When translated into the electricity consumption, the electricity required to power household refrigerators by 2050 is estimated to reach approximately 100,000 GWh per year. This highlights the urgent need to adopt energy-efficient technologies, enforce performance standards, and promote smarter electricity use to meet climate goals and achieve a net zero future.
As the continuation of initial market assessment, developing a clear policy roadmap for household refrigerators is pivotal due to their significant impact on residential electricity consumption. A harmonised approach to Minimum Energy Performance Standards (MEPS) across the region is crucial to overcome technical and regulatory gaps, ensuring that manufacturers and consumers share the same goals. Consistent MEPS can reduce market fragmentation, limit low-efficiency products, and foster an environment for high-efficiency appliances. This alignment will expedite progress towards energy efficiency goals, making energy-saving technologies more accessible for households.

Considering these responsibilities, ACE seeks a consultant to produce the required outputs.

The APAEC Phase II: 2021-2025 is the blueprint for enhancing energy connectivity and market integration in ASEAN to achieve energy security, accessibility, affordability, and sustainability for all. Under its Programme Area No. 4 – Energy Efficiency and Conservation (EE&C), one of the key strategies is Outcome-Based Strategy (OBS) 1: Expand, Harmonise, and Promote Energy Efficiency Standards and Labelling on Energy-related Products. This strategy is supported by Action Plan 1.3, which is to “Introduce monitoring, verification and enforcement (MVE) policy initiatives, including product registration database and testing infrastructures enhancement.” In line with this mandate, and recognizing the significant energy consumption from space cooling, the 35th ASEAN Ministers on Energy Meeting (AMEM) endorsed the Regional Policy Roadmap on Harmonisation of Minimum Energy Performance Standards (MEPS) for Air-conditioners in 2017. This roadmap aims to facilitate the alignment of MEPS for ACs across all AMS to enhance intra-ASEAN trade and deliver substantial energy savings. Proper enforcement of standards, market monitoring, and performance verification are all essential to ensure the successful implementation of MEPS and energy labelling. A robust Monitoring, Verification, and Enforcement (MVE) framework is required to monitor compliance, support verification testing, and enforce the implementation of the regional policy roadmap. The development of a harmonized MVE Guideline will provide a common framework for AMS to follow when designing and implementing national market surveillance programs, or when revising and strengthening existing programs. Therefore, ACE is seeking an experienced expert to develop a comprehensive MVE Guideline for Air Conditioners in ASEAN. The Guideline will provide an analysis of best practices and establish guiding principles for AMS to follow, which will be beneficial in strengthening the implementation of MEPS for air conditioners. This Terms of Reference (TOR) outline the engagement of the expert in developing the MVE Guideline for Air Conditioners in ASEAN.
