ACE is seeking a Manager of ASEAN Plan of Action for Energy Cooperation (APAEC). The incumbent reports to the Executive Director. Female candidates are strongly encouraged to apply for.
Duties and Responsibilities
The Manager shall assist the Executive Director in overseeing the overall management of the APAEC Secretariat. He/she will oversee the coordination, facilitation and management of APAEC activities, including their implementation by the different departments/pillars of ACE. He/she must ensure that ACE’s pillar activities with regards to enhancing the exposure of ACE as think tank organization, knowledge hub, and as catalyst for energy stakeholders in the region and beyond are well-coordinated to support the implementation of the APAEC. The Manager also coordinates the activities on policies in the light of the directives and priorities of the ASEAN Ministers of Energy Meeting/Senior Officials Meeting on Energy under the framework of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2020-2025 in its seven (7) specialized programme areas, namely : 1) ASEAN Power Grid, 2) Trans-ASEAN Gas Pipeline, 3) Coal and Clean Technology, 4) Energy Efficiency and Conservation, 5) Renewable Energy, 6) Regional Energy Policy and Planning, and 7) Civilian Nuclear Energy.
The Manager will perform the following core activities:
- Manage the overall development, coordination, monitoring, and evaluation of the activities under the ASEAN Plan of Action for energy Cooperation in cooperation with relevant stakeholders such as specialised energy bodies and sub-sector networks of the ASEAN energy cooperation, dialogue partners, international organizations, and other development partners including the private sector.
- Perform annual monitoring and mid-term review of the APAEC and to provide advice and recommendations to relevant specialised energy bodies and sub-sector networks.
- Manage the preparation, review, and submission of project/program proposals to funders as well as to facilitate seeking views, inputs, directions, and approvals of relevant specialised energy bodies and sub-sector networks before submitting them to funders. Cultivate and maintain an un-siloed working environment with other
- Pillars/division within the organization and to lead his/her subordinates in training, coaching, motivating and disciplining employees and to perform functional authority to get the things done in accordance with the ACE rules and regulations.
- Support other ACE’s pillars in conducting, amongst others, research and analytics in energy policies and strategies, techno-economic analysis, preparation of policy documents, policy advice, strategic reports, outlooks and database.
The Manager of ASEAN Plan of Action for Energy Cooperation (APAEC) is responsible to the Executive Director for the following specific tasks, duties and functions:
- Development of Work Plan and Key Performance Indicators for the APAEC Secretariat Programme Department.
- Preparation, coordination, facilitation, implementation, monitoring and score-carding of projects under the ASEAN Plan of Action for Energy Cooperation (APAEC) Secretariat; and to contribute to further develop and deepen understanding of thematic issues and approaches of ACE’s projects
- Liaise with dialogue partners and international organizations of their respective projects in ACE, including the process of planning, review, assessment, development and implementation of projects, and assist in organizing and facilitating dialogue meetings and seminar-workshops and other related events to facilitate exchange of information, promote cooperation, etc.
- Development of communication and advocacy strategies and papers to promote regional energy cooperation and integration
- Identification of opportunities for project funding, such as drafting concept papers, project proposals and reports, developing project budget and cash flows and monitoring strategies
- Development, maintenance and updating of the needed information materials for the ACE website and other relevant information and publication activities of the ACE.
- Providing advice/recommendation to the ACE Executive Director in-line with the Centre’s policies, strategies, plans and programmes to achieve the objectives of the ACE’s Business plan.
- Coordinate and intense communication with other pillar managers
- Carrying out other task/s that may be assigned to him/her by the Executive Director.
QUALIFICATIONS
- At least master’s degree in engineering, energy management, public policy, economics or other appropriate specialist discipline. PhD with energy background is preferable.
- At least seven (7) years of experience in the application of his/her basic educational fields to policy research and analytics or professional experience in policy planning and programme coordination; preferably with experience from a nationalgovernment agency responsible for energy policies or from an energy-related international or regional organization.
- Experience in handling international projects/programme involving international organizations as well any related international activities
- Ability to contribute insights in the form of strategic briefs, commentaries and publications.
- Experience in technical coordination with a group of professionals or in the management position.
- Experience in region/international project fund sourcing and implementation.
- Highly knowledgeable on energy issues, global and regional energy trends and developments and has demonstrated capacity to manage, develop and implement research programmes.
- Demonstrated skills in the formulation of policies and programmes as well as ability to produce high-quality reports, articles, and presentation in a timely manner.
- Demonstrated ability to supervise and motivate staff, especially in a multi-cultural working environment and ability to identify their training and professional/technical development needs.
- High-level technical skills and knowledge in area of responsibility andhave a sound understanding of trends in energy supply and demand.
- Familiarity in the development of key performance indicators
