Background

ASEAN Centre for Energy (ACE) works with the International Development Association (IDA) of the World Bank Group for the Clean Energy and Power Trade Development in Southeast Asia Project (“the Project”). The cooperation is established through a technical assistance grant provided by the IDA with the objective of accelerating the scale-up of renewable energy (RE) in ASEAN countries, including through regional power trade. The initial US$ 5 million grant supports (i) regional RE policy and climate financing, (ii) regional power trade, and (iii) knowledge sharing, consultations, and capacity-building activities to be implemented by ACE for the ten ASEAN Member States. The grant will support the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC) Phase II: 2021-2025 and post-2025 APAEC, specifically for the Programme Area 1 of the ASEAN Power Grid (APG), Programme Area 5 of Renewable Energy (RE), and Programme Area 6 of Regional Energy Policy and Planning (REPP). The funding from the IDA is provided as part of the Multi-Phase Programmatic Approach Accelerating Sustainable Energy Transition (MPA-ASET), a ten-year regional initiative that aims to finance up to US$ 2.5 billion of investments in RE and regional power trade.

In this regard, the ASEAN Centre for Energy (ACE) is seeking a Procurement and Contract Management Specialist with exceptional professional, strong leadership skills and management abilities to lead ACE’s transformation into a regional energy knowledge hub and think-tank.

Position summary

The Procurement and Contract Management Specialist is responsible for the development and implementation of the procurement and contract management under the Project. The incumbent will serve as the focal point for developing, updating and devolving all procurement procedures under the Project and will provide support to procurement teams of ACE, including providing overall strategic guidance on procurement policies and procedures relevant to donor’s and ACE’s Rules and Procedures. The Procurement and Contract Management Specialist will ensure compliance with the World Bank Guidelines and Rules for the World Bank-supported activities.

Qualifications

  • Eligible ASEAN nationals with no conflict of interest as per the Bank’s procurement regulations.
  • Minimum bachelor’s degreein business administration, Procurement Management, Engineering, Law, Economics, Finance, or a related field. A master’s degree would be preferred.
  • At least 5 years of experiencein public procurement, contract management, or related areas, preferably within international development or energy projects. Experience working with multilateral organisations such as the World Bank, other ASEAN entities, or other international financial institutions, and familiarity with their procurement policies and regulations are preferred.
  • Proven experience in procurement planning, preparation of bidding documents, contract management, consultant selection, and evaluation of proposals.
  • Experience in capacity buildingand training procurement teams and other project staff on procurement best practices and policies.
  • Certifications(preferred): Certified Professional in Supply Management (CPSM) or similar procurement certifications (e.g., CIPS); Project Management certification (e.g., PMP).
  • Excellent communication, report-writing, and presentation skills in English, with the ability to work effectively with diverse stakeholders across the ASEAN region.

DUTIES AND RESPONSIBILITIES

Under the supervision of the Head of Energy Efficiency and Conservation Department and Programme Manager of Asia Low Carbon Building Transition, the National Coordinator is responsible for the implementation of the Asia Low Carbon Building Transition project in Thailand. Key responsibilities include:

Project Coordination and Stakeholder Engagement

  • Act as the primary coordinator for ACE’s project activities in the assigned country.
  • Coordinate and monitor the implementation of ACE’s deliverables, ensuring alignment with project goals and timelines in the assigned country.
  • Prepare regular reports on project implementation, challenges, and achievements, as well as contribute to the overall project monitoring, evaluation, and learning mechanisms of the project.
  • Liaise, build, and maintain relationship with key national stakeholders including government agencies, project partners, industry partners academic institutions, and experts/consultants to facilitate smooth project execution.

Project Implementation Support, including Research and Analysis

  • Facilitate and support the conduct of studies, data collection efforts, analysis, and stakeholder consultation for the implementation of project activities, tasks, and deliverables.
  • Provide expert input and feedback to the project outputs, including reports and tools development.
  • Contribute to the development of knowledge products and dissemination materials.
  • Manage and facilitate technical assistance activities for pilot projects on low-carbon buildings.

Capacity Building and Meetings Organisation

  • Support the organisation and delivery of national project-related meetings, workshops, events, and training programmes.
  • Facilitate knowledge transfer between international experts and local stakeholders.
  • Represent ACE in national-level meetings, workshops, and events related to the project and participate in regional knowledge-sharing activities.
  • Collaborate with National Experts and Partners from other project countries to ensure consistency and share best practices.

Ad-hoc Duties

  • Perform other relevant duties as assigned by ACE management to support the successful implementation of the project.

QUALIFICATIONS

  • Education:
    • Master’s degree in engineering (mechanical, architectural, civil), energy management, energy policy and planning, climate & sustainability, or a related discipline.
  • Experience:
    • At least five (5) years of experience in building energy efficiency and conservation-related projects in the assigned country and possess strong knowledge in country specific energy efficiency policy, industry, and stakeholders.
    • Familiar with the donor-funded projects (multilateral, bilateral, and development organisation), including technical assistance and capacity building projects, such as on energy audit, ESCO programme management, policy consultation, and EE financing.
    • Knowledge and understanding on building energy efficiency, policy landscape, EE financing including ESCO mechanisms pertaining to building sector, Knowledge of HVAC, lighting, building enclosure systems, and building science. Understanding of energy codes and standards (e.g., IECC, ASHRAE 90.1, LEED, ENERGY STAR) as well as understanding in sustainable building practices and green building standards.
    • Possession of the professional qualification or certifications such as CEM, LEED accreditation, ASHRAE BEMP, or EDGE Expert/EDGE Auditor are beneficial.
    • Experience or involvement in the ASEAN energy sector or projects, especially in the topics of energy efficiency in building, is a plus.

Finance Process Improvement Intern - CA Department

BACKGROUND 

Established on 1 January 1999, the ASEAN Centre for Energy (ACE) is an intergovernmental organisation within the ASEAN structure that represents the interest of the 10 ASEAN Member States (AMS) in the energy sector. The Centre serves as a think tank, catalyst, and knowledge hub within ASEAN by providing relevant information and expertise to ensure the necessary energy policies and programmes are in harmony with the region’s economic growth and environmental sustainability.

As part of the efforts to fulfil its function as a regional centre of excellence that builds a coherent, coordinated, focused and robust energy policy agenda and strategy for ASEAN, ACE conducts joint studies, policy dialogues and capacity buildings for ASEAN Member States to support the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2021-2025.

The Corporate Affairs (CA) department plays crucial role in managing and maintaining the organization’s relationship with various stakeholders, both internal and external. It consists of four (4) subdivision which are Finance, Administration, Human Resources, and Business Development Unit. The subdivision Finance role are to manage ACE financial resources, ensuring financial stability, and supporting decision making process and provides financial analysis, reporting, and strategic guidance to support informed decision-making, manage financial risks, and maintain compliance with financial regulation and standards.

In line with ACE commitment to innovation and efficiency, the ACE Digitalisation Initiative launched in 2025 to optimise the internal processes and enhance organisational performance. The initiative aims to streamline ACE’s business processes through the adoption of digital tools, therefore the ACE ‘s business processes needs to be optimised to ensure seamless transition to the adoption of digital tools.

As an intergovernmental organisation that represents ASEAN Member States’ (AMS) interest in the energy sector, ACE serves as a think tank, catalyst and knowledge hub, supporting AMS to implement the ASEAN Plan of Action for Energy Cooperation (APAEC). The APAEC Phase II: 2021-2025 focuses on seven (7) Programme Areas (PA), including PA 4 on Energy Efficiency and Conservation (EE&C).

The Energy Efficiency and Conservation (CEE) department of ACE leads the energy research and cooperation activities in ASEAN, especially in implementing the EE&C Programme Area strategies and action plans.

In this regard, ACE is providing up to three (3) new internship opportunities to be involved in research and cooperation activities in the CEE department.

In order to deliver its roles, a strategic business plan is required to ensure the sustainability of the organisation. Hence, ACE is providing one (1) new internship opportunity for the Business Development Unit (BDU) under Corporate Affairs Department. This position is open to ASEAN nationalities only. Responsibilities:

BDU Intern shall assist the BDU Team in identifying funding opportunities and projects with regards to the 7 programme areas of APAEC and priorities of the ASEAN Ministers of Energy Meeting / Senior Officials Meeting on Energy, including other profit-earning initiatives. BDU Intern will assist in the development and execution of business plans, including oversight in proposal preparation and submission and sustainable business operations.

Under the general guidance of the BDU Team, the intern will support the following activities include but not be limited to:

  1. Support the preparation of the ASEAN Energy Business Forum (AEBF) and other commercial activities/events.
  2. Support in identifying new business plans for commercial or profit-earning activities and initiatives.

As an intergovernmental organisation that represents ASEAN Member States’ (AMS) interest in the energy sector, ACE serves as a think tank, catalyst and knowledge hub, supporting AMS to implement the ASEAN Plan of Action for Energy Cooperation (APAEC). The APAEC Phase II: 2021-2025 focuses on seven (7) Programme Areas (PAs), including PA 6 on Regional Energy Policy and Planning (REPP).

The Energy Modeling and Policy Planning (MPP) department leads the energy research and cooperation activities in ASEAN, especially to implement the REPP Programme Area including cross-sectoral issues, e.g., energy-climate, gender, just energy transition, digitalisation, and support other PAs of the APAEC. Among others, the department is responsible for the development of the ASEAN Energy Outlook (AEO) and ASEAN Energy Database System (AEDS).

In this regard, ACE is providing up to three (3) new internship opportunities to be involved in research and cooperation activities in the MPP department.

Responsibilities:

The Human Resources Intern works in close collaboration with all departments under the Corporate Affairs Department to ensure that all Human Resources needs of the ASEAN Centre for Energy are fully met, in accordance with ACE’s policies and procedures. The roles include but not limited to;

The internship will be conducted on a hybrid basis, but up to 3 days per week may be requested to present at ACE office. He/she must be able to comply with ACE’s normal office hours: 9.00 AM to 5.00 PM Jakarta Time (GMT+7)

The internship duration is four (4) months; during the period of March – June 2025.

At the end of the internship programme, the intern needs to present the summarised activities and key outputs from the internship, in a sharing session for all ACE staff.

Potential candidates will be contacted by the Human Resource Unit directly for further consideration. The selection procedure may also include a written test and an interview.

The intern is entitled to an internship allowance of IDR 100,000 per effective working day to cover their daily meal and transport, supported by ACE.
