At the core of the enhanced SAEMAS framework is the Common Standard Module (CSM), which introduces a strengthened curriculum designed to bridge the gap between theoretical foundations and real-world field application. This handbook serves as the main guide to the CSM, outlining the standardised methodologies, technological knowledge, and operational competencies required for regional certification.
Developed and refined under AJEEP Scheme 4 through a series of regional and bilateral consultations since 2022, the CSM went through regional trials to ensure its robustness, scalability, and alignment with existing national standards. This process concluded with the SAEMAS CSM trial in 2025, which engaged representatives from 10 AMS. All 62 trial participants successfully earned provisional certification as the first cohort of Energy Management Professional (EMP), while an additional 34 expert reviewers evaluated the trial to provide recommendations on national integration and regional harmonisation.
The finalised CSM curriculum integrated into this handbook combines lecture-style training on Energy Management Systems (EMS), electrical technology, and thermal technology with intensive, hands-on practical skills and structured energy auditing exercises. By enforcing these detailed requirements, the SAEMAS CSM aims to strengthen regional capacity, standardise best practices, and build a highly capable pool of certified EMPs. Ultimately, establishing this regionally recognised certification provides significant added value by enabling cross-border professional mobility and empowering experts to drive the efficiency measures necessary to support APAEC regional targets and long-term energy affordability.
