The Sustainable ASEAN Energy Management Certification Scheme (SAEMAS) is a regional certification system for energy management professionals, established under the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026–2030 Programme Area 4: Energy Efficiency and Conservation. SAEMAS builds on the foundation of the ASEAN Energy Management and Accreditation System (AEMAS) and integrates the Common Standards Modules (CSM) developed under the ASEAN–Japan Energy Efficiency Partnership (AJEEP) Scheme 4.
SAEMAS is owned and administered by the ASEAN Centre for Energy (ACE) on behalf of the eleven ASEAN Member States (AMS), under the strategic oversight of the ASEAN Energy Efficiency and Conservation Sub-Sector Network (EE&C-SSN). The scheme will be progressively transitioned to a Regional Accreditation Body and Council (RAB&C), supported technically by a Regional Training Centre (RTC). During the trial period in 2025, certifications are issued jointly by ACE and the Energy Conservation Center, Japan (ECCJ), pursuant to AJEEP Scheme 4 arrangements.
Unlike its predecessor, AEMAS, which offered the Certification of Energy Managers for Certified Energy Manager (CEM) and Professional Energy Manager (PEM), SAEMAS certifies individual professionals as Energy Management Professional (EMP) and Senior Energy Management Professional (S-EMP). This Guideline focuses on the EMP certification, which represents the foundational ASEAN credential for energy management professionals across all eleven AMS.
