ASEAN Climate Action: A Review of Nationally Determined Contribution Submissions towards COP26

27 October 2021

Key Points

  • In 2020, five AMS submitted or updated their NDCs, while the remaining five completed theirs in 2021.
  • The latest NDCs of the AMS demonstrate more ambitious commitments as reflected in the mitigation targets, conditionality of NDCs and wider coverage of greenhouse gases (GHG) and sectors.
  • Malaysia, Myanmar and the Philippines upgraded the conditionality status, while the others kept it unchanged.
  • The majority of the GHG targets are defined as relative to the baseline scenario to 2030; and more GHGs and sectors are covered in the latest NDCs.
  • The fairness and ambition of latest NDCs are developed based on the national circumstances of each AMS. International support is noted as crucial.
