BACKGROUND
The ASEAN Centre for Energy (ACE) is an intergovernmental organization that independently represents the interests of the 10 ASEAN Member States (AMS) in the energy sector. The Centre serves as a catalyst for economic growth and integration in the ASEAN region by initiating and facilitating multilateral collaborations, as well as joint and collective activities on energy. It is guided by a Governing Council composed of Senior Officials on Energy from each AMS, with a representative from the ASEAN Secretariat as an ex-officio member. As part of its mission to serve as a regional center of excellence, ACE builds a coherent, coordinated, focused, and robust energy policy agenda and strategy for ASEAN. This includes conducting joint studies, policy dialogues, and capacity-building initiatives to support the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016-2025.
ACE is supported by two categories of members: Management and Staff. Currently, ACE has a total of 40 staff members, consisting of 7 Management and 33 Staff.
As part of the staff benefits package, ACE provides hospitalization coverage. This benefit is extended to dependents, including approximately 15 dependents for Management and 39 dependents for Staff.
This Request for Proposal (RFP) is issued to Prospective Insurance Vendors to provide ACE with the Best Coverage for Group Hospitalization (GHS), including Medical Evacuation, for ACE staff and their eligible dependents.
TERMS OF REFERENCE
2.1 Group Hospitalization (GHS) Insurance for ACE Staff and Their Eligible Dependents: The prospective insurance provider shall be required to provide services for group hospitalization insurance for ASEAN Centre for Energy staff and their eligible dependents per the following Scope of Work:
Period of Coverage: 7 March 2024 – 6 March 2025, with a possibility of renewal for another year subject to satisfactory performance and service.
Eligibility: All ACE Staff, one legal spouse, and up to 3 children under 21 years of age who are unmarried and unemployed.
Benefit Specifications: ACE Staff and their eligible dependents will be entitled to the minimum of the following hospitalization benefits per the table below, but the expansion of benefits is most welcome as long as the cost remains the same.
2.2 Other Requirements:
- The insurance provider MUST offer worldwide coverage for Group Hospitalization, including Medical Evacuation, for ACE staff and their eligible dependents, along with any other benefits provided.
- The insurance provider shall note that the ASEAN Centre for Energy employs staff from ten (10) Member States, namely Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Viet Nam.
- The insurance provider shall recognize that some eligible dependents of ASEAN Centre for Energy staff do not relocate but still enjoy the same benefits while residing in their own countries or in other ASEAN Member States.
- Mandatory cashless benefit for inpatient treatment in Indonesia must be provided by the insurance provider, and preferably, the cashless benefit should also be available for inpatient treatment in other countries.
- The benefits shall not discriminate between network and non-network providers.
- Classification of illness, symptoms of disease, and coverage must adhere to internationally agreed standards.
- The insurance provider must have the ability to respond immediately to emergency situations while maintaining high-quality service delivery standards, including a 24-hour call center, online information system, and real-time administrative support systems.
- Real-time administrative support systems should be provided.
- Coverage for congenital diseases and their complications should be included with an overall limit per year for Staff and dependents under the Group Policy.
- Proven experience in servicing international organizations is required.
- The Group Hospitalization Insurance policy MUST be provided in English.
PROPOSAL SUBMISSION
a. All proposals must be submitted in English.
b. Vendors should refrain from including any financial/cost data in the Technical Proposal; such information should only be provided in the separate envelope titled Financial Proposal. Failure to adhere to this requirement will result in disqualification.
c. The proposal should be concisely presented and structured, providing detailed explanations of the Vendor’s availability, experience, and resources to deliver the requested services.
d. Proposals must be submitted by the Closing Date and Time specified in the RFP.
e. Incomplete proposals or those failing to address the required criteria may not be considered during the review process.
