On the afternoon of August 8, 2020, the Warm-Up Seminar for China-ASEAN Clean Energy Capacity Building Programme was held in Shanghai, with the topic of “The Approach to Increase the Share of Solar PV Capacity in ASEAN”. More than 20 ASEAN representatives from energy sectors, power companies, research institutions, and universities participated in the event online. The meeting serves as a platform for information sharing and views exchanging on the prospect of solar in ASEAN by 2025, the applicability of solar in diverse forms including distributed solar, hydro-solar hybrid system, floating solar, and PV+ in ASEAN, and best practices. It is also the warming-up activity for the China-ASEAN Clean Energy Capacity Building Programme 2020 Exchange Project with the theme of “High Proportion of Solar PV and Its Multi-Field Application”, and helps increase the interaction and engagement of ASEAN decision-makers and experts in PV field.
Highlights:
By the end of 2018, the installed capacity of solar PV in ASEAN was 4.5GW, accounting for only 1.9% of the total installed capacity, and lagging far behind the world’s average proportion of 20.5%. Considering solar potentials and RE targets, there is huge development potential for Solar PV in ASEAN.
➢ To give full play to hydro resources’ advantages. In land-scarce countries, the widespread utilization of PV systems is hindered by space constraints. Taking the advantages of existing water bodies, hydropower dams, and long-shores, there is a large potential for floating solar plants and hydro-solar hybrid systems in ASEAN. Thailand, Vietnam and Singapore have already carried out project trials.
➢ To increase the economic value added through the application of PV+. Effectively combining solar PV with other industries is the wave of the future. ASEAN can explore more on application forms like PV + ecological management, and PV + agricultural & animal husbandry planning, which are not only environmentally friendly but also in line with architectural safety and aesthetics.
➢ To solve the electricity supply issue by distributed and ground solar. These two systems have already been the widely applied approaches in ASEAN. However, large scale PV stations should be equipped with certain flexible capacity to avoid impact on the grid. Localized development of distributed PV should be considered in terms of natural geography, population distribution and resource endowment.
This programme is part of them as part of the activities under the China-ASEAN Clean Energy Capacity Building Programme 2020 Exchange Project Solar PV and Its Multi-Field Applications. This is one of the ASEAN+3 Work Programmes that was endorsed at the 16th ASEAN Ministers on Energy Meeting Plus Three, China, Japan, and Korea (16th AMEM+3) held on 5 September 2019 in Bangkok, Thailand. This programme has been presented as well at the 19th SOME+3 EPGG Meeting on 26 August 2020.
