Tokyo, 21 February 2020The ASEAN Centre for Energy (ACE) and Japan Oil, Gas, and Metals Corporation (JOGMEC) jointly organised the Director-Level Oil Capacity Building Programme on Energy Security held on 16-21 February 2020 in the cities of Tokyo and Ehime in Japan.

The Capacity Building was one of the activities under the work programme of ASEAN Ministers of Energy Meeting Plus China, Japan, Korea (AMEM+3) for 2019/2020 which is coordinated by ACE. Its objective was to enhance awareness on the development of a national and regional oil stockpiling plan to enhance energy security. Moreover, it provided insights and best practices of Japan in addressing the potential risks of oil supply security disruption.

Several lectures and information sharing on energy security and oil stockpiling issues were made by the International Energy Agency (IEA), Petroleum Association of Japan (PAJ), Ministry of Economy, Trade and Industry (METI) Japan, JOGMEC and ACE. The interactive group discussion was organised that facilitated in understanding how ASEAN can address oil supply disruption and future direction on ASEAN Petroleum Security Agreement (APSA).

Site visits were made to Kikuma National Oil Stockpiling Base and Namikata National LPG Stockpiling Base that help facilitate in enhancing awareness and oil security.

This Director level capacity building was attended by the representatives from 6 AMS namely, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar and Vietnam and representatives from ASCOPE and the ACE.

ACE is actively organising various programmes to support the ASEAN Member States to enhance their energy security.
