Kick off Meeting of the 9th ASEAN Energy Outlook (AEO9)

The ASEAN Centre for Energy (ACE) officially kicked off the development of the 9th edition of the ASEAN Energy Outlook (AEO9) during a hybrid meeting held on 21 July 2025. The meeting brought together key representatives from ASEAN Member States (AMS) and regional energy experts to discuss the roadmap for AEO9. The AEO9 will build upon the success of its previous editions and is scheduled to be launched at the 44th ASEAN Ministers on Energy Meeting (AMEM) in September 2026.

The meeting commenced with  Livia Liannasari, an intern at ACE, providing an overview of the meeting’s objectives and agenda. A central part of the meeting was the formal establishment of the AMS Working Group. This group, comprising policy modelers and energy data experts from AMS, will take on key roles in shaping national energy outlooks and coordinating data collection across ASEAN Member States.

During the session, Dato’ Ir. Ts. Razib Dawood, Executive Director of ACE, provided welcoming remarks, emphasising the importance of collaboration in shaping ASEAN’s energy future. The working group will focus on developing energy demand and supply modelling scenarios while ensuring the accuracy of energy data for the AEO9.

Following the welcome remarks,  Rika Safrina, Senior Analyst at ACE, presented key findings from AEO8, offering a detailed analysis of energy supply-demand scenarios under different future pathways. Her presentation focused on the Regional Aspirational Scenario (RAS) and the Carbon Neutrality Scenario (CNS), highlighting the need for cleaner energy transitions and reducing fossil fuel dependency.

The next session, led by  Muhammad Rizki Kresnawan, Senior Energy Modeller at ACE, introduced the plans for AEO9, including its timeline, key activities, and expected milestones.  Kresnawan outlined the roadmap for the AEO9 development process, underscoring the importance of close collaboration between ACE and AMS in ensuring the outlook’s relevance and accuracy.

The technical sessions followed, focusing on refining the modelling approach for AEO9.  Muhammad Ilham Rizaldi and Lazuwardi Imani, both Energy Modellers at ACE, led the modelling session, discussing the enhancements planned for AEO9’s energy systems analysis. This session provided an opportunity for AMS representatives to offer their insights and suggestions on improving the modelling framework.

The data session followed, led by Silvira Ayu Rosalia and  Afham Kilmi, both Energy Statisticians at ACE, discussed the importance of consistent and reliable historical data. The session clarified the scope of the data to be collected, which will cover energy, prices, and socio-economic indicators from 2005 to the present, and detailed the roles of each AMS in data collection and verification.

In the closing session, Dr. Zulfikar Yurnaidi, Head of the Energy Modelling and Policy Planning Department at ACE, highlighted the significance of the meeting and the work ahead. He emphasised that the AEO9 should not only reflect the regional vision outlined in the ASEAN Plan of Action for Energy Cooperation (APAEC) but also serve as a practical tool for national energy planning. 

Dr. Yurnaidi expressed his gratitude for the contributions made by the AMS Working Group members and ACE staff, noting that the continuous cooperation and collaboration between AMS and ACE would play a crucial role in moving ASEAN closer to a sustainable, resilient, and inclusive energy future. 

As the development of AEO9 progresses, ACE and AMS will continue to collaborate closely to ensure that the outlook reflects ASEAN’s diverse energy landscape. The AEO9 will provide critical insights into how ASEAN can accelerate its energy transition, contributing to both regional and global sustainability goals.
