Bali, 25 August 2023 – The ASEAN Centre for Energy (ACE) and the ASEAN-China Clean Energy Cooperation Centre (ACCECC) Affairs Managing Agency have joined forces to enhance clean energy cooperation between the Association of Southeast Asian Nations (ASEAN) and the People’s Republic of China. This collaboration marks a significant milestone in the pursuit of sustainable energy solutions for the region.

The Memorandum of Understanding (MoU) was signed by Dr Nuki Agya Utama, Executive Director of ACE and Dr Li Sheng, Director General of China Renewable Energy Engineering Institute (CREEI) on 25 August 2023, during the 41st ASEAN Ministers on Energy Meeting (AMEM-41) held in Bali, Indonesia, coinciding with the ASEAN Energy Business Forum (AEBF) 2023.

Dr Nuki Agya Utama, Executive Director of ACE, expressed his optimism about the collaboration, stating, “This strategic partnership between ACE and the ACCECC Affairs Managing Agency (AMA) is a significant step forward in our shared mission to accelerate clean energy development that already initiated by ACE and CREEI since 2017. By leveraging our expertise and resources, we are poised to make a meaningful impact on the energy landscape of the ASEAN region and China.”

Under the framework of the ASEAN Plan of Action for Energy Cooperation (APAEC), ACCECC intends to build up on the existent cooperation outcomes between ASEAN and China and comprehensively upgrade the ongoing mechanisms to provide more extensive and concrete support from National Energy Administration (NEA) of China. It will promote energy transition and sustainable development of the region.

Dr Li Sheng, Director General of CREEI highlighted the significance of this MoU signing as the pivotal step to kick off the ACCECC cooperation mechanism and activities, which will work as the fulcrum for highly efficient and in-depth implementation of clean energy cooperation.

AMA, as the implementation unit for ACCECC from the China side, is dedicated to fortifying clean energy collaboration between China and ASEAN nations while also functioning from the Chinese perspective. The ACCECC AMA will create synergy in policies, technologies, markets, financial and human resources, support the implementation of the ASEAN Plan of Action for Energy Cooperation and enhance ASEAN-China technology sharing in renewable energies.

Both ACE and the AMA are enthusiastic about embarking on this collaborative journey towards a sustainable energy future. Through the establishment of the ASEAN-China Clean Energy Cooperation Centre, they are poised to usher in a new era of clean energy solutions, cultivating enduring partnerships that will bolster energy cooperation across the ASEAN region and China.

About ASEAN Centre for Energy (ACE)

Established on 1 January 1999, the ASEAN Centre for Energy (ACE) is an intergovernmental organisation within the Association of Southeast Asian Nations’ (ASEAN) structure that represents the 10 ASEAN Member States’ (AMS) interests in the energy sector. ACE supports the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC), a blueprint for better collaboration towards upgrading energy. The Centre is guided by a Governing Council composed of Senior Officials on Energy from each AMS and a representative from the ASEAN Secretariat as an ex-officio member.

The three key roles of the ACE:

• As an ASEAN energy think tank to assist the AMS by identifying and surfacing innovative solutions for ASEAN’s energy challenges on policies, legal & regulatory frameworks and technologies.
• As a catalyst to unify and strengthen ASEAN energy cooperation and integration by implementing relevant capacity building programmes and projects to assist the AMS develop their energy sector.
• As the ASEAN energy data centre and knowledge hub to provide a knowledge repository for the AMS.

Keeping the region’s improvement, sustainable and harmless to the ecosystem is a fundamental concern of the ASEAN energy sector.
