ASEAN Centre for Energy (ACE) and China Energy Technology & Economics Research Institute (CETERI) MoU Signing

ACE and CETERI have signed the Framework Agreement on Strategic Partnership on Thursday, 29thof April 2021, virtually. The partnership marks the commitment of ACE and CETERI to the development of cleaner and efficient utilisation of coal in ASEAN as well as improving the accessibility and economy of the energy system. This partnership will further support the implementation of Coal and Clean Coal Technology (CCT) programme under the The ASEAN Plan of Action for Energy Cooperation (APAEC) Phase II: 2021-2025.

Building up on the previous cooperation activity, the Joint Study of the Cleaner Coal Utilisation Roadmap in ASEAN by ACE and CETERI, which was published in 2019, and acknowledged by the 37thASEAN Ministers on Energy Meeting (AMEM), the partnership will include various of cooperation activities, namely cooperative study and research, personnel exchange and information sharing, as well as capacity building for the implementation of the Cleaner Coal Utilisation Roadmap for ASEAN Member States (AMS).

Based on the principles of equality, mutual assistance, win-win cooperation, mutual reinforcement and common development, ACE and CETERI will seek deeper and broader cooperation, innovate cooperation models, and explore the establishment of a strategic cooperative partnership driven in promoting regional energy transformation.

Dr Nuki Agya Utama, the Executive Director of ACE stated, “We are glad today will be the starting point of our strategic partnership to support the implementation of the Clean Coal Technology (CCT) Programme Area under the APAEC Phase II. We noted from our framework agreement, our cooperation will focus on the conduct of feasibility study for Coal-Fired Power Plant (CFPP) and Carbon Capture Utilisation and Storage (CCUS), exploring the initiatives to support the establishment of regional carbon emission standards, as well as capacity building for the implementation of the Cleaner Coal Utilisation Roadmap for the AMS”.

Prof Wang Xuelian, President of CETERI said, “To carry forward our cause and forge ahead into the future, CETERI is willing to work with ACE to strengthen researches on clean energy transformation and energy conservation transformation, to contribute to promoting regional energy transformation. CETERI and ACE will work together to study the supply and demand of energy and electricity, policy planning, energy transformation path and other related aspects in the ASEAN region (and major countries), to contribute to the sustainable development of the ASEAN economy, society and energy”.
