APAEC Post-2025 Drafting Workshop as Part of the 28th EE&C-SSN Associated Meeting

The APAEC Post-2025 Drafting Workshop, as part of the 28th Energy Efficiency and Conservation – Sub Sector Network (EE&C-SSN) associated meeting, was convened on 16 May 2024 at the Crowne Plaza Hotel, Vientiane, Lao PDR. Ten (10) AMS – Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam, along with representatives from ASEAN Secretariat (ASEC) and ASEAN Centre for Energy (ACE), gathered to discuss and formulate new directions, priorities, strategies, and action plans for the EE&C Program Area within the APAEC beyond 2025. 

Ms. Apiradee Thammanomai, Director of Strategy and Planning Division, Department of Alternative Energy Development and Efficiency (DEDE) of Thailand, as EE&C-SSN Coordinator and chair of the meeting, led the full day meeting together with Mr. Chantho Milattanapheng, Director General, Department of Energy Efficiency and Promotion Ministry of Energy and Mines of Lao PDR, and Christopher G. Zamora, Senior Manager of ASEAN Plan of Action for Energy Cooperation (APAEC) Department of ACE.

During the morning session, representatives from the ASEAN Secretariat (ASEC) and the ASEAN Centre for Energy (ACE) presented on the key directions for APAEC Post 2025 and progress of the APAEC Phase II: 2021-2025. The speakers were Muhammad Indra Wahyudin, Officer of Energy and Mineral Division at ASEAN Secretariat, Rizky Aditya Putra, Senior Officer of APAEC Department at ACE, and Dr. Zulfikar Yurnaidi, Manager of  ACE.

The session followed by presentation from Dialogue Partners (DPs) and International Organisations (IOs) on their insights and recommendations for ASEAN EE&C sector post 2025, including any potential cooperation activities plans. Asian Development Bank (ADB), Energy Conservation Center, Japan (ECCJ), International Council of Clean Transport (ICCT), International Energy Agency (IEA), Ministry of Economy, Trade and Industry (METI), United Nations Environment Programme-United for Efficiency (UNEP-U4E), USAID – Southeast Asia’s Smart Power Program (SPP), were the list of IOs and DPs invited to the meeting. 

 In the afternoon, the meeting focused more on consultation with AMS on the proposed theme of APAEC, priorities, strategies, and action plans under EE&C Programme Area. The discussion was led by Aldilla Noor Rakhiemah, Senior Research Analyst, ASEAN Climate Change and Energy Project (ACCEPT) from ACE by using interactive online survey tool. The representatives from each AMS actively participated in the discussion and shared their insights and expected priority under APAEC for the next five year verbally.

Dynta Trishana Munardy, Technical Officer of APAEC Department at ACE wrapped up the meeting and shared the way forward and timeline of APAEC post-2025 consultation workshop. The meeting generated fruitful recommendations and outcomes, offering valuable insights and inputs to develop the new APAEC 2026-2030 towards more sustainable, resilient, and integrated energy future, aligned with ASEAN Economic Community (AEC) Strategic Plans.
