Homing in on More Resilience Efforts in ASEAN's Decarbonisation

Halfway through the end of 2021, ASEAN Member States (AMS) continued to promote COVID-19 vaccine equality as a means to reach herd immunity. It is hoped that when most of the population has been vaccinated, by the end of the year, the COVID-19 pandemic will be beaten, and the region’s economic recovery will hopefully accelerate. However, this hope encountered a huge barrier in the form of COVID-19 mutations —becoming more prevalent towards the end of Q2 2021—which threatened the re-emergence of pandemic waves. With the approach of the COP26 meeting scheduled for November 2021 in Glasgow, Scotland, it remains to be seen how the AMS will balance their pandemic recovery and climate change efforts.

2020 Recap of COVID-19 vs ASEAN Energy Sector: Oil and Gas

The year 2020 has been challenging globally as the coronavirus lingering. In March, COVID-19 was declared by the World Health Organisation as a pandemic, which affected many sectors, including oil and gas. As the measures to curtail the virus spread, countries around the world implemented movement restrictions, resulting in an extreme decline in the fuel demand, especially from the transportation sector. With the oversupply, oil and gas price experienced unprecedented volatility.

Entering the new year of 2021, the world could not shrug off the pandemic just yet. Mixed messages from vaccine development and new virus strain solidifies 2021 as another year of uncertainty. But cautious optimism lingers, especially in renewables sector.

2020 Recap of COVID-19 vs ASEAN Energy Sector: Electricity

The social distancing also urged some non-essential sectors to implement the working-from-home (WFH) scheme, causing the soaring electricity demand and bills in the residential sector. Deal with rising bills, ASEAN countries have poured the worth-to-get people with billions of dollars through various recovery stimulus packages. Seeing from the mapped problems in 2020 and some ASEAN government’s efforts, it is interesting to see what 2021 would be. As vaccines have been discovered and gradually injected into people, it is considered will be a turning point to economic bounce back. However, crucially important is to make sure the pathway that ASEAN chooses for the post-pandemic is to pursue ‘build back better’.

Q3 COVID-19 vs ASEAN Energy Sector: Oil and Gas

Uncertainty outlook as the impact of weakening oil market is still making oil and gas industries suffered since the pandemic outbreak in early 2020. The industries must be able to adapt and implement mitigation actions to preserve and curtail from bigger business losses. The efforts could be operational and capital cost-cutting and shaping portfolio to integrate cleaner energy fuel in maintaining revenue and energy security.

Q3 COVID-19 vs ASEAN Energy Sector: Renewables

Resiliency is shown by ASEAN RE projects in the second half of 2020 despite the lingering trace of the pandemic in the energy sector. While the idea of ‘build back better’ is echoed by most countries in the region, its optimal implementation remains uncertain. However, ASEAN Member States keep focusing on putting efforts to invite investment on renewables and begin resuming the work that was halted, aiming for the long-term green recovery ahead. Renewable is expected to make strong come-back when the economy rebounds.
