The ASEAN Centre for Energy (ACE) organised the 23rd Regional Energy Policy and Planning Sub-Sector Network (REPP-SSN) Meeting of the ASEAN Energy Cooperation, hosted by Energy Market Authority (EMA), Singapore. The meeting was held on 5 June 2024 in conjunction with a series of events convened from 4-7 June 2024 at the Orchard Hotel, Singapore.
The meeting was attended by ASEAN Member States (AMS) Focal Point of REPP-SSN, representatives from ASEAN Council on Petroleum (ASCOPE), ASEAN Forum on Coal (AFOC), Country Coordinators of Energy Efficiency and Conservation Sub-Sector Network (EE&C-SSN), Renewable Energy Sub-Sector Network (RE-SSN) and Nuclear Energy Cooperation Sub-Sector Network (NEC-SSN), ASEAN Secretariat (ASEC), and ASEAN Centre for Energy (ACE), the meeting aimed to review the current status, provide an update on progress, and discuss strategies for achieving the milestones of the ASEAN Plan of Action for Energy Cooperation (APAEC) Phase II: 2021-2025 for Programme Area No. 6: Regional Energy Policy and Planning, including the report of each programme areas of APAEC.

The meeting was chaired by Agnes Koh, Assistant Director of External Relations, Energy Planning and Development Division of EMA and Alternate SOE Leader of Singapore. It began with an opening remark delivered by Jonathan Goh Kok Chye, Director of External Relations, Energy Planning and Development Division, Energy Market Authority Singapore, Senior Official on Energy (SOE) Leader of Singapore.

The morning session laid out directions from ASEAN Economic Community (AEC) Council and other ASEAN Coordination Committees presented by Indra Wahyudin, Energy and Mineral Division of the ASEAN Secretariat, as well as review of the 22nd REPP-SSN and follow–ups from 41st AMEM and Special SOME 2024 delivered by Christopher G. Zamora, Senior Manager of APAEC Department atACE. It is also followed by a reporting session of each SEBs and SSNs chair concerning its milestones in 2024 (including remaining milestones in 2021-2023) and plan for 2025.

The morning session ended with a presentation from Dynta Trishana, Technical Officer of APAEC Department at ACE on the progress on the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026 – 2030 development, including outcomes from 1st APAEC Drafting Committee (ADC) Meeting and 2nd ADC Meeting, and preparation of the 3rd ADC Meeting.
The meeting also presented the development updates on AMS’ engagement with several DPs and IOs. These DPs include Australia, China, India, Japan, Norway, Russia, the Republic of Korea, and the United States of America (USA), as well as France, European Union, Germany, Brazil, and the United Kingdom (UK). Meanwhile, the IOs’ cooperation that was discussed included the Asian Development Bank (ADB), International Energy Agency (IEA), and World Bank. The session invited the United States Department of Energy representative to discuss matters on the ASEAN Climate Solutions Hub proposal.
To close the meeting, Agnes Koh conveyed that REPP-SSN must continue to monitor key global trends and explore the impacts and benefits on the ASEAN energy sector.
Following the meeting, the 8th ASEAN Energy Outlook (AEO8) Workshop on results finalisation (internal meeting) and the Singapore-IEA Regional Training on Catalysing Interconnectivity in ASEAN were held back-to-back physically on 5-6 June 2024.
