BACKGROUND
Established on 1 January 1999, the ASEAN Centre for Energy (ACE) is an independent intergovernmental organisation within the Association of Southeast Asian Nations’ (ASEAN) structure that represents the interest of the 10 ASEAN Member States (AMS) in the energy sector.
The Centre accelerates the integration of energy strategies within ASEAN by providing relevant information and expertise to ensure the necessary energy policies and programmes are in harmony with the economic growth and the environmental sustainability of the region.
Part of the efforts to fulfil its function as a regional centre of excellence that builds a coherent, coordinated, focused and robust energy policy agenda and strategy for ASEAN, ACE conducts joint studies, policy dialogues and capacity buildings for ASEAN Member States to support the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016-2025.
One of the projects that ACE is implementing to support the APAEC is the ASEAN Climate Change and Energy Project Phase II (ACCEPT II). ACCEPT II is a continuation of ACCEPT Phase I that was successfully accomplished on 31 March 2022. The commencement of the 48-month project officially began on 1 November 2022. This collaborative project between the ASEAN Centre for Energy (ACE) and the Norwegian Institute of International Affairs (NUPI) is funded by the Norwegian Government, under the Norwegian-ASEAN Regional Integration Programme (NARIP), It is the first energy cooperation project in collaboration with the Norwegian Government under the Norwegian-ASEAN Regional Integration Programme (NARIP), which aims to support ASEAN in improving the coherence between the ASEAN energy and climate policies and contribute to more climate-friendly development of the energy sector. Studies are carried out to analyse the existing energy and climate policies, provide recommendations and assist the ASEAN member states in shaping policies, which reflect the synergies between (i) energy policy and energy-related climate policy and (ii) policies at the national and regional levels. The project will entail involvement from key ASEAN stakeholders, and will in the long-term help enhance modelling, analytical and regional policy planning capacities within ASEAN. Furthermore, ACCEPT publishes thematic papers to provide policy analysis and guidance for authorities at the national and regional levels. ACCEPT also promotes the integration of energy and climate through public engagement to increase awareness of the importance of the energy-climate nexus.
To support the information dissemination on energy and climate change, ACCEPT is seeking an experienced consultant as Graphic Designer (Consultant: part-time / on-task basis).
DURATION OF ENGAGEMENT
- The consultant awarded with the assignment will be hired for 31 months period or expected to be started from March 2024 until October 2026 and obliged to work within the required deadlines and be available for a call meeting if needed.
- The consultant will undertake this work for the above-mentioned period with the fee on task basis, which can be continuous or intermittent due to the further discussion between ACE and consultant.
THE TASK TO BE UNDERTAKEN
The consultant will be assigned to provide technical design to the ACE in delivering the product as per the following detail:

During the contract period, the estimated number of the works are: 12 Policy Briefs, 12 reports, 12 Climate Insights, 36 Infographics, 31 Event Pages, 31 social media contents, and 12 video contents. However, the actual number will be on the need basis, hence no confirmation to be provided.
Work Mechanism
The implementation of the design process will involve various parties under the direction of the ACCEPT Team or designated person.
The consultant can be engaged on task basis to design the project products, such as but not limited to report, policy brief, infographic, social media content, etc.
Whichever the mechanism proposed and agreed, the consultant must:
- To present the idea for the design, referring to the guideline.
- To develop the design at least 3 options, based on the directive.
- To finalise the design, with maximum 3 revisions.
- To submit the final work within the schedule.
Design reference: All designed will be referred to the existing standard design by the project, to maintain the visualisation image and consistency of the message. However, designed enhancement is welcomed.
Qualification & Relevant Experiences Technical skills:
With a role to produce infographic, the graphic designer should meet the following requirements:
- A proven graphic designing experience; having experience with ASEAN entities or development agencies is preferred.
- Possession of creative flair, versatility, conceptual/visual ability and originality.
- Demonstrable graphic design skills with a strong portfolio.
- Ability to interact, communicate and present ideas.
- Up to date with industry-leading software and technologies.
- Highly proficient in all design aspects.
- Ability to work independently, as well as closely with the PIC from the project.
- Ability to prioritise and manage multiple projects under tight timelines.
- Flexibility to work successfully in a fast-paced environment.
Consultant Fee
The fee will be made for on task basis according to the agreed fee for every particular product. Total fee during the whole assignment will depend on the total number of the tasks requested.

Regardless the selected mechanism, the following arrangement is applied:
- Payment will be made to the consultant’s nominated bank account, on task basis.
- ACE is an intergovernmental organisation and not liable for any taxes. You shall file and settle any payment for income tax arising from the income from ACE. ACE shall not be responsible for any consequences of your failure to fulfil your obligation relating to the income tax laws of your respective
