Online, 6 April 2021The ASEAN Centre for Energy (ACE) in partnership with the International Energy Agency (IEA), the ASEAN Secretariat, and the Energy Efficiency and Conservation Sub Sector Network (EE&C-SSN), convened a workshop titled Roadmaps Towards Sustainable and Energy Efficient Buildings and Cooling in Southeast Asia, which was held virtually on 6 April 2021. The workshop which was a part of the EE&C-SSN and Associated Meetings, was held to assist all the ASEAN Member States (AMS) in developing and implementing strategies, plans, policies, and programs towards sustainable and energy efficiency from buildings and cooling.

The event was started by the moderator Ms. Nella Nabila, the Communication Officer in ACE, and followed by the welcoming remarks from Mr. Abdul Salam Bin Hj Wahab, the Head of Sustainable Energy Division, Ministry of Energy – Brunei ASEAN Chair 2021; Dr. Pongpan Vorasayan, Senior Professional Electrical Engineer – Thailand Ministry of Energy; and Adrian Gilbert, the First Secretary at Australian Mission.

Before the main sessions began, the moderator invited Dr Nuki Agya Utama, the Executive Director of ACE and Melanie Slade, the Senior Programme Manager Energy Efficiency in Emerging Economies Programme – IEA to give keynote address and opening presentation, respectively. This workshop was divided into buildings and cooling breakout sessions which all participants have access to choose one of the two sessions. Notable speakers were gathered to share knowledge and experience and provide inputs into the roadmap process.

Breakout Session1 : Cooling

The session started by introduction from the moderator, Mr. Michael Oppermann, Energy Analyst, IEA and then move forward to the session overview delivered by Mr. Alvin Jose from Sustainable Energy for All (SEforALL). The first topic in the session, Space Cooling Policies and Programmes started by Mr. Wisaruth Maethasith from Ministry of Energy Thailand who convey the space cooling policies in Thailand. Followed with a presentation delivered by Ms. Katherine Hasan from The Collaborative Labeling and Appliance Standards Program(CLASP) with some insights about cooling energy efficiency policy in ASEAN. The last presenter for this session delivered by Mr. Bintang Widhana as one of the representative speakers from ACE. He embraced the effort of promoting the higher efficient air conditioners in ASEAN through harmonisation of standards and strengthening market verification and enforcement capabilities.

The second session with the topic of Business Models and Finance for Sustainable Cooling was moderated by Dr. Zulfikar Yunaidi from ACE. He invited the first speaker, Mr Jim Maguire from Sustainable Development Capital, LLP (SDCL) to deliver the main topic about the cooling and energy efficiency, and they are also distributed in generation investments within Asia. This led to next presentation from Hanh Le represents Global Green Growth Institute (GGGI), she delivers the sustainable cooling in Vietnam innovative financing options to provide the green bonds (instrument to access international/domestic capital market) in national financing vehicle. The next presenter was from Climate Policy Initiative Indonesia, Muhammad Zeki deliver regarding exploring viable energy efficiency business model in Indonesia. The last speaker, Dimitris Karamitos from Basel Agency for Sustainable Energy (BASE), deliver the market transformation in servitizationof cooling Industry, or Cooling as a Service (CaaS).

The key findings during the panellist’s session regarding the best financing option to be implemented on for the sustainable cooling implementation in Southeast Asia, which include utilisation of public finance to increase the investment from public and private sector and importance of de-risking mechanism.

Breakout Session 2: Building

This session led by Dr. Ian Hamilton from IEA; he opened the session by delivering the introduction of the building sector on the Regional Roadmap for Asia. He introduces the first session, deep dive on New and Existing Buildings, Systems and Operations. First speaker, a representative from Global Buildings Performance Network, Mr Jesswynn Yogaratnam delivered the transitionary policy strategies required in building codes to meet National Zero Carbon Emission Goals, starting from cities and regencies up to national level.  Next speaker, Joy Eshter Gai Jiazi delivered the rapid movement for net-zero in the cities of AMS. Ms. Vu Thi Kim Thoa, Senior Expert GIZ – Programme for Energy Efficiency in Buildings, Vietnam promoted energy efficiency in building, and she proposed that roadmaps will be very valuable by introduced it to the Vietnamese government.

A representative from ACE, Mr Rio Silitonga deliver the promotion of Zero Energy Building (ZEB) family concept in ASEAN Region for example by the annual regional award programme by aiming to see the readiness of buildings to achieve energy saving. With the pre-liminary approaches in four aspects including awareness raising & sharing of experience and knowhow, capacity building, policy formulation and facilitation of market transformation. The session closed by Ms. Thi Phuong by deliver the development of Vietnam has started research and study on energy efficient buildings.

The second session, deep dive of Materials, Urban Planning and Resilience, Clean Energy led by Ms. Maxine Jordan from IEA. The first speaker, Ms. Vu Thi Kim Thoa said that we need to pay more attention in our products to reduce the carbon footprint that produce from the product itself. Ian Hamilton from IEA also speak about the importance of digitalisation where it can empowering systems thinking, with the right policies, enables a progression to optimise the efficiency of the whole system and enabling optimum distributed energy systems.

The panellist session from this breakout session is about the key to achieve the net-zero energy. The speakers suggested to encourage the implementation of building energy code in local government to a broader government scope. The support from the government and other associated organisation has a big share to encourage the building’s owner on achieving the zero-energy building.

Mr. Septia Buntara from ACE Conclude the Cooling Breakout Session.

Both sessions were concluded by Mr Septia Buntara, (REE Manager, ACE) and Ms Maxine Jordan (Energy Analyst, IEA) for cooling and building breakout session, respectively. Ms. Melanie Slade, Ms. Marie Gail de Sagon, and Mr. Pongpan Vorasayan closed the event by giving closing remarks and hoping that the workshop reached its objective.
