The 2^nd Market Accessibility of Clean Energy Products (MACEP) Workshop was conducted on 31 May 2016 in San Francisco, United States (the U.S). The workshop was organised by the Ministry of Trade, Industry and Energy (MOTIE) of the Republic of Korea and the Korea Energy Economics Institute (KEEI). The Workshop was a continuation of the first workshop in Beijing last year.  The second workshop discussed the local contents requirements (LCRs) in the sector of solar photovoltaics (PV) products.

LCRs have been some of the most controversial issues in the market of clean energy products in recent years. The controversy has been mostly about whether LCRs are legitimate and effective tools for protecting local manufacturing sector. The workshop provided an opportunity to share perspectives on LCRs and their impacts on domestic and international solar markets, as well as to discuss how to address LCRs to improve market accessibility of clean energy products. ACE, represented by Ms. Badariah Yosiyana, was invited to share the status and effects of LCRs on solar products in ASEAN Member States (AMS). She mentioned that in ASEAN, only Malaysia and Indonesia have the policies on LCRs for solar PV. Speakers from Brazil, India and the U.S also shared the current status of LCRs in their respective countries. In addition to that, representatives from Organisation for Economic Co-operation and Development (OECD) and World Energy Council presented the impacts of LCRs on international solar markets. (BY)
