Policy Insight - Vietnam's Revised PDP8 and Indonesia's RUPTL 2025-2034

Summary 

New updates have come from two ASEAN Member States; Vietnam and Indonesia. Vietnam released its Revised PDP8 in April 2025 replacing the original PDP8, while Indonesia released its new National Electricity Business Plan (RUPTL) for the period of 2025-2034 in late May 2025 based on Indonesia’s National General Electricity Plan or Rencana Umum Ketenagalistrikan Nasional (RUKN) 2025-2060.

Both countries have previously introduced new renewable energy (RE) targets comprising the developments of solar, wind, battery energy storage systems (BESS), pumped storage hydropower, nuclear, geothermal – emphasizing their plans to phase-out coal. Although conceived by two distinct countries, the new PDPs outline major changes for the countries’ power sector landscape, more of which shed light on aspects that were not covered in the previous planning.

This policy insight provides overviews, updates, investment opportunities, capacity additions, and progress on cross-border power interconnections of the two policies in Indonesia and Vietnam.
