The ASEAN Centre for Energy (ACE) is implementing the ASEAN-UK Programme on Energy Advancement for Resilience (PEARL) with support by the UK Foreign, Commonwealth & Development Office (FCDO) through the ASEAN-UK Green Transition Fund (GTF). PEARL aims to strengthen alignment between UK-supported energy initiatives and ASEAN’s regional energy priorities, including the ASEAN Plan of Action for Energy Cooperation (APAEC), and to promote coordinated, evidence-based regional action.
The programme supports ASEAN’s clean and just energy transition through work on resilient and flexible power systems, industrial decarbonisation and competitiveness, and ASEAN-wide coordination and knowledge sharing. It also contributes to the implementation and dissemination of APAEC 2026–2030, development of the ASEAN Energy Outlook 9 (AEO9), engagement between ASEAN and UK energy stakeholders, and increased private-sector participation in the ASEAN Power Grid (APG).
Under the Grant Agreement, project expenditure is required to be supported by appropriate financial records and evidence, and grant disbursements are linked to actual and eligible project costs and agreed deliverables. The Grant Agreement also provides for access to relevant books, documents and records for audit and examination purposes. Accordingly, ACE intends to engage an independent audit firm to provide reasonable assurance over the financial statements and grant claims relating to PEARL.
