Project Overview
The ASEAN Centre for Energy (ACE) invites qualified individual consultants to submit expressions of interest for conducting a comprehensive stocktaking and gap analysis of Building Energy Efficiency & Conservation (EE&C) policies across all 10 ASEAN Member States. The selected consultant will deliver evidence-based recommendations for priority actions at both regional and national levels, strengthening the building energy efficiency policy landscape throughout the ASEAN region.
Qualifications and Experience
Applicants should demonstrate relevant expertise through up to five (5) previous assignments that align with one or more of the following criteria:
- Nature of Services: Policy analysis, gap assessment, regulatory framework review, or institutional capacity assessment in building energy efficiency and conservation
- Technical Expertise: Energy efficiency policy frameworks, building standards (including building codes and energy performance standards), regulatory analysis, or climate change mitigation in the buildings sector
- Regional Experience: Professional experience working in the ASEAN region or Southeast Asia
- Stakeholder Engagement: Proven track record engaging with government agencies, international development partners, and regional organizations
- Scale of Assignment: Projects involving 80-150 expert-days or equivalent contract value of USD 40,000-60,000

Selection Process
ACE will shortlist a maximum of six (6) applicants from the submissions received. Shortlisted candidates will receive a Request for Proposals (RFP) with detailed terms of reference for the assignment.
