ASEAN Centre for Energy (ACE) is seeking a Program Manager (PM) for the USAID SPP Project to manage this project in coordination with the Departments of ACE and USAID SPP.

Duties & Responsibilities:

  • Lead and manage the Project Management Unit (PMU)
  • Lead, coordinate and implement the overall APAEC and USAID-SPP-related tasks
  • Lead the accomplishments of nine (9) milestones of the project annually and develop
    the report for every milestone
  • Develop the subsequent years’ Programs of Work and Key Performance Indicators
  • Lead the coordination and communication on the activities that involve other entities
    within ASEAN, such as ASEAN Sectoral Energy Bodies (SEB)/Sub-Sector Networks

  • Facilitate required approvals and processes within ASEAN
  • Develop communications and advocacy strategies to promote regional energy

ASEAN Centre for Energy (ACE) is seeking three (3) Senior Research Analysts on Power to support the department and projects’ activities. This position is in the Power, Fossil Fuel, Alternative Energy and Storage (PFS) Department.

Duties & Responsibilities:

  • Lead research and analysis in modelling the power system in ASEAN
  • Lead research and study on regional grid integration and designing and implementing
    the policy
  • Develop draft policy recommendations pertaining to the area of work
  • Manage and execute the implementation and coordination work in ongoing major
    power projects, such as ASEAN Power Grid (APG), ASEAN Interconnection
    Masterplan Study (AIMS), etc. It includes report development of the outputs according
    to the project milestones to be circulated to the relevant stakeholders
  • Lead the development of potential project proposals
  • Formulate proposals for development strategies, policies and measures for
    presentation to intergovernmental bodies and others
  • Coordinate collaboration opportunities with AMS and various external partners and
    represent ACE in multiple meetings with Dialogue Partners, Intergovernmental
    Organisations, etc
  • Represent ACE in external partnerships and affiliations, such as Global Consortium for
    Power System Transformation (G-PST), Global Green Growth Asia Pacific Working

ASEAN Centre for Energy (ACE) is seeking one (1) Project Administration and Finance (ANF) Officer to support the departments and projects activities under PFS Department.

Duties & Responsibilities:

Under the supervision of the ANF Manager or Program/Project Manager, ANF Officers will be responsible for the following tasks:

  • Responsible for maintaining Financial and Accounting services of the PFS Department
    and PFS’ projects and ensuring that the ACE financial rules and regulations are
    adhered to
  • He/she will assist in preparing the annual budget, assist in current financial controlling,
    facilitate the work of external auditors, administer contribution payments of contracting
    parties, and interact with other organization regarding financial issues
  • In addition, he/she will prepare a financial report and produce financial documents for
    presentation to the respective project donors.

Duties and Responsibilities

Technical Officer shall assist the Manager in handling all aspects of the studies and activities of the ACCEPT project, and related works of PFS Department on power, fossil fuel, alternative energy and energy storage, in light of the priorities of the ASEAN Ministers of Energy Meeting (AMEM) / Senior Officials Meeting on Energy (SOME); and the related Programme Areas (PA) of ASEAN Plan of Action for Energy Cooperation (APAEC) 2021-2025, in particular: PA 1 ASEAN Power Grid, PA 2. Trans ASEAN Gas Pipeline, PA 3 Coal and Clean Coal Technology, PA 5 Renewable Energy, and PA 7. Civilian Nuclear Energy, as well as PA 6 Regional Energy Policy and Planning to Promote Information Sharing on the Energy-Climate Nexus.

Duties and Responsibilities

  • Prepare Work Plan and Key Performance Indicators for the ACE’s Energy Modelling and Policy Planning (MPP) pillar. Identify and engage with the potential funding institution to support the research programme
  • Design and prepare project and program proposal with international standard, reviewing the proposal, monitoring the work as well as evaluating the projects
  • Perform regional policy research, analysis and provide advice, such as, in the areas of developing high quality and influential analysis and outlook studies; recommendation of relevant policies; monitor and analyze policies in light of the priorities of the ASEAN Ministers of Energy Meeting / Senior Officials Meeting on Energy;
  • Shepherd the policy shaping process, such as, conduct stakeholder’s consultation to gain support for proposed initiatives or policies; and liaise with ASEAN specialized energy bodies, dialogue partners and international organizations in areas of policies that may be bodies, dialogue partners and international organizations in areas of policies that may be mainstreamed into the regional and national energy policies of the ASEAN Member States;
  • Identify timely and appropriate topics for policy research, desk studies and analytics taking into consideration the directions of the ASEAN Economic Community Blueprint 2025 under the framework of APAEC 2021-2025;
  • Perform periodic evaluation and assessment of the Modelling and Policy Planning programmes whilst coordinating with other divisions to achieve the objectives of the ACE’s business plan; and
  • Conduct other tasks that may be assigned by the Executive Director
  • Coordinate and intense communication with senior manager and other pillars activities
