The Manager will perform the following core activities:

  1. Manage and direct the Administration and Finance Division and its activities concerning office administration, finance, personnel (HR), procurement and general affairs matters as efficient as practical in accordance with the existing internal rules of ACE and the legal basis of the Centre among others: the establishment agreement of ACE, consolidated rules and procedures of ACE, ACE Governing Council, and financial agreement for the specific projects.
  2. Develop methods and procedures necessary to ensure good financial control in accordance with the financial agreement and procedures established by and with the ASEAN Secretariat and other agencies concerned.
  3. Preparation of yearly Budget and Financial Report to the ACE Executive Director and to the Governing Council of ACE. The Governing Council, consisting of the senior officials on energy from the 10 ASEAN countries, provides direction to the operations of ACE.
  4. Identifying opportunities for project funding, such as, drafting concept papers, project proposals and reports, developing project budget and cash flows and monitoring strategies.
  5. Develop and maintain personnel policies, procedures, and action programmes as well as to provide effective and efficient support to the Centre, Departments and Staff and to ensure adequate personnel required to meet the Centre’s current and future needs.
  6. Carryout works relating to staffing matters: preparations and selection, recruitment, placement, evaluation of performance, compensation and protection, replacement, handling over and termination.
  7. Carry out other task/s that may be assigned to him/her by the Executive Director

Associate Senior Officer shall assist the Manager in performing the deliverables of the related cross-border interconnectivity projects.

Under the supervision of the Manager, ASO will be responsible for the following duties:

  • Provide the technical expertise in developing and modelling the technical work on cross- border interconnectivity projects.
  • Support the development of the project proposal on cross-border interconnectivity projects.


Education and Experience

  • A Master’s degree in power system engineering, or another appropriate specialist discipline. A Doctor’s degree is an advantage.
  • A minimum of five years excellent research qualities on power system modelling as reflected in an established record of publications in leading international peer-reviewed journals and proceedings of renowned conferences.
  • Research experience and technical skill on power system modelling (i.e., PLEXOS, etc.).
  • Experience in the development, coordination, implementation, monitoring, evaluation, score carding and reporting of projects, and demonstrated ability to develop and maintain sound working relationships with stakeholders.
  • Demonstrated ability to plan and organize tasks and workflows, with proven ability for accuracy under pressure and adherence to deadlines.

  • Enrolled in Bachelor’s degree in engineering, energy studies, international relations, or related field (minimum the third-year student). For communication interns, a degree in language studies is preferred.
  • Enrolled in a Master degree in engineering, energy studies, or related field (pursuing at least one semester/quarter remaining after internship).
  • Recently graduated with a university degree (Bachelor’s, Master’s, or equivalent) and, if selected, must commence the internship within a 6 months period after graduation.
  • Basic knowledge on general computer software (i.e. MS Office).

  • Ability to work in a team and to adapt to an international working environment.

Senior Officer shall assist the Manager in handling all aspects of the studies and activities and related works of PFS Department on power, fossil fuel, alternative energy and energy storage, in light of the priorities of the ASEAN Ministers of Energy Meeting (AMEM) / Senior Officials Meeting on Energy (SOME); and the related Programme Areas (PA) of ASEAN Plan of Action for Energy Cooperation (APAEC) 2021-2025, in particular: PA 1 ASEAN Power Grid, PA 3 Coal and Clean Coal Technology, PA 5 Renewable Energy, and PA 7. Civilian Nuclear Energy, as well as PA 6 Regional Energy Policy and Planning.

Under the supervision of the Manager, SO will be responsible for the following duties:

  • Lead research and analysis in modelling the power system in ASEAN.
  • Lead research and study on regional grid integration, and designing and implementing the policy.
  • Develops draft policy recommendations pertaining to area of work.
  • Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others.
  • Coordinate collaboration opportunities with AMS and various external partners and representing ACE in various meetings with Dialogue Partners, Intergovernmental Organisations, etc. Liaise closely with other teams and pillars at ACE in this regard.
