All year round, the ASEAN Centre for Energy (ACE) accepts fellows who wish to carry out research projects for a period of 3-6 months. Applicants should have a defined project which will either become a chapter or chapters of a PhD or Postdoctoral thesis, or a proposed project which will be agreed upon with ACE before their applications are accepted. All work must be written in English and will normally be used for a publication produced by ACE.

To apply as a Visiting Research Fellow, the following information should be submitted to [email protected]:

• Confirmation that the applicant are/will be enrolled in a PhD or Postdoctoral programme during the fellowship.

• Sponsorship situation:the applicant is fully funded by a sponsoring institution or seeks fund from ACE.

• Full proposal of the research (if available) or a one-page outline ofthe specific piece of research.

• Proposed length of stay at ACE, between 3 and 6 months.

• A sample of past research or publication in English.

In order to improve its capacity as think tank, catalyst, and knowledge hub, ACE collaborates with Dialogue Partners and International Organisations (DPs/IOs) in conducting joint research, capacity building, and cooperation activities. In secondment, an expert from partner institution would be seconded to ACE, to closely support and jointly conduct priority activities of target organization as per its expertise.

Scope of Works:

  • Joint development of academic paper to be published in respected journal.
  • Publication of popular article or non-academic publication, such as blog, Op-ed, policy brief, and working paper.
  • Internal training or public webinar of expertise topics in renewable energy and energy efficiency.
  • Provision of written information and advice on expert matters, to support various ACE activities, such as preparation of proposal, briefing notes.
  • Participation in projects and events, such as meetings, seminars, documents preparation and review, as well as outreach.

Requirement:

  • A Master’s degree in engineering, energy management, energy policy and planning, economics, data analyst/statistician, public policy, politic or another appropriate specialist discipline. A Doctorate degree is most preferred.
  • Knowledges on energy issues, national, regional, and global energy trends and development and has demonstrated skills to coordinate and develop research areas.
  • Member countries of the ASEAN, as well as observer countries and partner organizations of ASEAN Centre for Energy (ACE).
  • Having a recommendation and fully funded from the national government or partner organization of ACE.
  • Ability to work within an international environment.
  • Good written and spoken of English.
  • The length of a secondment shall be between six (6) to twelve (12) months.

The ASEAN Centre for Energy (ACE) Internship Programme offers a small number of outstanding students the opportunity to acquire work experience with ACE at the ASEAN level, in implementing the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016-2025.

Qualifications and Skills:

  • Final year or recent graduate (at least within one year after graduation) in engineering, energy studies, statistics, law, international relations, finance, human resources, computer science, business, administration and or other appropriate specialist discipline.
  • Graduated with a university degree (Bachelor) and, if selected, must commence the internship within a 6 – 12 months period.
  • Excellent command of both written and spoken English.
  • MS Office skills, familiarity in Microsoft Outlook, with advanced knowledge in Excel, Power point and Word.
  • Ability to plan and organize workload
  • Previous experience in another internship program is preferable.
  • Possess attention to detail, strong willingness to learn about energy sector, passion for working in international environment, initiative, enthusiasm and detailed-oriented.
  •  Ability to work in a team and to adapt to an international working environment.

The ASEAN Centre for Energy is looking for a professional technical expert or consultant for the Study on Measures and Investment for Clean Energy and Power Sector Resilience in ASEAN. This study aims to assess the short-term measures and mobilising longer-term investments in clean energy and power sector resilience in ASEAN to reinforce ASEAN energy security. The research demonstrates the positive role of clean energies and power sector infrastructure resilience in the ASEAN energy transition, including grid infrastructure, energy storage, and digitalisation. This topic will also allow exploring more mutually beneficial cooperation opportunities with international stakeholders.

Meet the following requirements to apply:

  • A Master’s degree in engineering, energy policy and planning, energy economics, or another appropriate specialist discipline. A Ph.D. degree is an advantage.
  • At least five (5) years of working experience in the energy sector or in another relevant field in a technical capacity is preferred. Experience in energy policy and energy economics research is an advantage.
  • Experienced in conducting FGD to gather primary data needed for the study.
  • Experienced in ASEAN energy-related official discussions is an advantage.
  • Excellent command of English and capacity to write high-quality reports in the language; ability to deliver high-quality workshops and discussions in English is also required.
  • Capacity and flexibility to complete the assignment within the required time frame.

Scope of work:

  • To assist the lead officer of the study in conducting a hybrid event of the ASEAN-China International Workshop on Low Carbon Energy Investment (e.g. Presenting as one of the speakers, developing key findings and policy notes, etc).
  • To assist the lead officer of the study in conducting two online Focus Group Discussions (FGDs), online surveys, literature review, and interviews with relevant stakeholders for data gathering (e.g. Mapping stakeholders, preparing the FGDs, surveys, and interviews materials, leading the FGDs and interviews session, etc).
  • To develop the ASEAN Capacity Building Roadmap on Energy Investment.
  • To develop a strategic report, international journals/papers, policy briefs, popular articles, etc.

The Consultant awarded with the assignment will be hired from 1 September 2022 until 31 May 2023 and obliged to work within the required deadlines and be available for a call if needed.

Consultant fee: For the satisfactory performance of the Assignment, the Consultant will be paid a fixed fee of a maximum of USD 20,000 (Twenty Thousands Dollars).

Senior Officer (SO) shall assist the Manager in handling all aspects of the studies and activities and related works of the PFS department.

Under the supervision of the Manager, the SO will be responsible for the following duties:

  • Lead research and analysis in modelling the power system in ASEAN
  • Lead research and study on regional grid integration
  • Formulate proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others
  • Lead the coordination work in major power projects, such as ASEAN Power Grid (APG) and ASEAN Interconnection Masterplan Study (AIMS)
  • Coordinate collaboration opportunities and represent ACE in meetings with external partners

Qualifications:

  • A Master’s degree in power system engineering or another appropriate specialist discipline. A Doctor’s degree is an advantage
  • A minimum of five years of excellent research qualities on power system modelling or energy market as reflected in an established record of publications in leading international peer-reviewed journals and proceedings of renowned conferences
  • Research experience and technical skill in energy system/power modelling (i.e., GAMS, MARKAL, PLEXOS, etc.)
  • Extensive supervisory experience, within a management position with a minimum five (5) years high-level experience in a related field

The Manager will assist the Executive Director in the performance of ACE programmes, especially in the handling of Administrative, Financial, Procurement and Legal.

Duties and responsibilities:

  • Develop methods and procedures necessary to ensure good financial control in accordance to the financial agreement and procedures established by and with the ASEAN Secretariat and other agencies concerned.
  • Preparation of yearly Budget propose to be presented and approved by the Governing Council of ACE.
  • Preparation of monthly Financial Report and budget monitoring report to the Executive Director.
  • Preparation of yearly financial report and Financial Audit Report to the ACE Executive Director and to the Governing Council of ACE.
  • Identifying opportunities for project funding, such as, drafting concept papers, project proposals and reports, developing project budget and cash flows and monitoring strategies, preparation project financial report and project audit report.
  • Manage and direct the Administration and Finance Division and its activities concerning Finance, Administration, General Affairs, and Legal matters.
  • Develop and maintain ACE policies, procedures and action programmes as to provide effective and efficient support to the Centre, Divisions and Staff and to ensure adequate personnel required to meet the Centre’s current and future needs.

Qualifications:

  • Master’s degree in Finance, Economic, Management, Business Administration or relevant university degree with professional qualification in accounting is preferred.
  • At least 7 years of management experience with International Non-Profit and/or Non-Government Organization, International Organisation (IO) and/or Government Development Agency at senior management levels in Administration and Finance position.
  • Experience in Team Management including direct supervision of more than 10 people and the management of teams with more than 50 people.
  • Experience in planning and monitoring budget, financial analysis & statements, reporting & treasury management, internal and external financial audit.

The Technical Officer (TO) shall assist the Manager in handling all aspects of the studies and activities and related works of the PFS Department on power, fossil fuel, alternative energy and energy storage.

 

Duties and responsibilities:

  • Support the development and implementation of the APAEC Annual Milestones.
  • Support the development and implementation of the PFS’s related projects and activities on power, alternative energy and storage.
  • Support in the communication and collaboration with external parties such as dialogue partners, international organisations, academia, and the private sector.
  • Support in organising and facilitating meetings, dialogue, seminars, workshops, and other designed events to facilitate the exchange of information, promote cooperation, etc.
  • Carry out other tasks that may be assigned by the supervisor or Executive Director.

Qualifications:

  • A Bachelor’s degree in engineering, energy management, energy policy and planning, economics, data analysis/statistician, public policy or another appropriate specialist discipline. A Master’s degree is an advantage.
  • An excellent research experience on energy systems reflected in an established record of publications in leading international peer-reviewed journals and proceedings of renowned conferences is an advantage.
  • Knowledge of hydrogen, oil and gas development, is preferred.

The Secretary of Executive Director will manage all aspects of protocol and procedure of Executive Director Office and provide other operational supports where required.

Duties and responsibilities:

  • Provide services to Executive Director in related to all secretariat roles.
  • Responsible in coordinating arrangements of offline/online/Hybrid meetings, seminar, conferences, etc. as assigned.
  • Preparing reports, presentations, and correspondence accurately and promptly.
  • Responsible of all translation/Interpretation of ED Correspondence and Report.
  • Organize and manage the schedule of activities, meetings coordination, travel arrangement (local and international), appointments, incoming and outgoing letters of ED.
  • Prepare briefing kits of ED and assisting in all meetings and conferences as required.

Qualifications:

  • Diploma in secretary in business English, administration management, international relations, corporate communications, or Bachelor’s degree in those disciplines is preferred.
  • Minimum of 5 years clerical experience in International non-profit organisation or Intergovernmental organisation
  • Experience in filling data, maintaining director’s calendar, and business travel arrangement
  • Exceptional in English both written and verbal
  • Proficient in presentation skills, knowledge of specific software programs, including Word, Excel, Power Point, Skills in video conferencing, phone systems and database management.
