All year round, the ASEAN Centre for Energy (ACE) accepts fellows who wish to carry out research projects for a period of 3-6 months. Applicants should have a defined project which will either become a chapter or chapters of a PhD or Postdoctoral thesis or a proposed project, which will be agreed upon with ACE before their applications are accepted. All work must be written in English and will normally be used for a publication produced by ACE.

The ASEAN Centre for Energy (ACE) collaborates with Dialogue Partners and International Organisations (DPs/IOs) in conducting joint research, capacity building, and cooperation activities. One of the platforms is through secondment. In the secondment, an expert from a partner institution would be seconded to ACE, to closely support and jointly conduct priority activities of the target organisation according to the expertise.

ACE is seeking a Manager of Energy Efficiency & Conservation (CEE) to support the activities. This position is in the Energy Efficiency & Conservation (CEE) Department. The incumbents report to the Executive Director. Female candidates are strongly encouraged to apply.
DUTIES AND RESPONSIBILITIES
The Manager shall assist the Executive Director in handling all aspects of the Energy Efficiency and Conservation (CEE) Department. He/she will manage all CEE management pillar activities of the Centre with regards to enhancing the exposure as a think tank organisation as well as a knowledge hub and as a catalyst for energy stakeholders in the region and beyond. The manager also oversees the activities on policies in light of the priorities of the ASEAN Ministers of Energy Meeting/Senior Officials Meeting on Energy under the framework of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2020-2025 with its seven (7) specialised programme areas, namely: 1) ASEAN Power Grid, 2) Trans-ASEAN Gas Pipeline, 3) Coal and Clean Technology, 4) Energy Efficiency and Conservation, 5) Renewable Energy, 6) Regional Energy Policy and Planning, and 7) Civilian Nuclear Energy.
The Manager will perform the following core activities:
• Support the Executive Director in all technical and management aspects of the pillar and its project activities.
• Work closely with the project leads, programme managers and other Pillar managers to ensure that project activities are directly linked to the objectives of the overall projects and other relevant programme areas of APAEC.
• Manage and oversee all projects and/or programme proposal preparation, review, and submission, as well as project design, planning, monitoring, and evaluation.
• Overseeing the overall progress of the project toward achieving project objectives by coordinating the development, implementation and reporting on detailed management plans that include implementation plans, deliverable tracking, budget allocations and disbursements, and ensuring coordination among the pillars.
• Ensure the quality and consistency of the approach to the project objectives.
• Working in an un-siloed environment with other pillars/divisions within the organisation
• Managing research and analysis in energy policies and strategies, including the techno-economic analysis of sustainable energy, preparing policy documents and providing policy advice.
• Lead and manage the development of strategic reports in the energy field.
• Lead in the establishment/development of energy models and database and other relevant analytical software tools.
• Lead activities relating to research collaboration on energy policy, including providing support for the development of reports and publications whilst cultivating networks and facilitating funding opportunities.
• Initiate sourcing funds for ACE research programmes and activities.
The Manager of Energy Efficiency & Conservation (CEE) is responsible to the Executive Director for the following tasks, duties, and functions:
• Prepare Work Plan and Key Performance Indicators for the ACE’s Conservation and Energy Efficiency Department pillar. Identify and engage with the potential funding institution to support the research programme.
• Design and prepare project and programme proposals with international standards, reviewing the proposal, monitoring the work as well as evaluating the projects.
• Perform regional policy research, analysis and provide advice, such as in the areas of developing high-quality and influential analysis and outlook studies; recommend relevant policies; monitor and analyse policies in light of the priorities of the ASEAN Ministers of Energy Meeting / Senior Officials Meeting on Energy.
• Shepherd the policy-shaping process, such as conducting stakeholder consultation to gain support for proposed initiatives or policies; and liaise with ASEAN specialised energy bodies, dialogue partners and international organisations in areas of policies that may dialogue partners and international organisations in areas of policies that may be mainstreamed into the regional and national energy policies of the ASEAN Member States.
• Identify timely and appropriate topics for policy research, desk studies and analytics, taking into consideration the directions of the ASEAN Economic Community Blueprint 2025 under the framework of APAEC 2021-2025.
• Perform periodic evaluation and assessment of the Energy Efficiency & Conservation programmes whilst coordinating with other divisions to achieve the objectives of the ACE’s business plan.
• Support the Executive Director in managing relationships, particularly with external partners and donors.
• Conduct other tasks that may be assigned by the Executive Director.
• Coordinate and intense communication with senior manager and other pillars’ managers.
QUALIFICATIONS
• At least a master’s degree in engineering, energy management, public policy, economics, or other appropriate specialist discipline. A Ph.D. with energy background is preferable.
• At least seven (7) years’ experience in the application of his/her basic educational fields to policy research and analytics or professional experience in policy planning and programme coordination; preferably with experience from a national government agency responsible for energy policies or from an energy-related international or regional organisation.
• Having experience on international projects/programmes, organisations and any related international activities
• Contribute insights in the form of strategic briefs, commentaries, and publications.
• Experience in technical coordination of a group of professionals or in a management position.
• Experience in region/international project fund sourcing and implementation.
• Highly knowledgeable on energy issues, global and regional energy trends and developments and has demonstrated capacity to manage, develop and implement research programmes.
• Demonstrated skills in the formulation of policies and programmes, as well as the ability to produce high-quality reports, articles, and presentations in a timely manner.
• Demonstrated ability to supervise and motivate staff, especially in a multi-cultural working environment and ability to identify their training and professional/technical development needs.
• High-level technical skills and knowledge in areas of responsibility–have a sound understanding of trends in energy supply and demand.
• Familiarity in the development of key performance indicators
• Experience in modelling and statistical analysis tools.
PERSONAL COMPETENCES
• Strong interpersonal attributes, including tact sensitivity, sound and strong organisational and leadership capability, and ability to work effectively and efficiently in a multi-cultural environment.
• Good communication skills with sub-ordinate and DPs or IOs
• Excellent command of English, both in oral and written communication.
