All year round, the ASEAN Centre for Energy (ACE) accepts fellows who wish to carry out research projects for a period of 3-6 months. Applicants should have a defined project which will either become a chapter or chapters of a PhD or Postdoctoral thesis, or a proposed project which will be agreed upon with ACE before their applications are accepted. All work must be written in English and will normally be used for a publication produced by ACE.

To apply as a Visiting Research Fellow, the following information should be submitted to [email protected]:

• Confirmation that the applicant are/will be enrolled in a PhD or Postdoctoral programme during the fellowship.

• Sponsorship situation:the applicant is fully funded by a sponsoring institution or seeks fund from ACE.

• Full proposal of the research (if available) or a one-page outline ofthe specific piece of research.

• Proposed length of stay at ACE, between 3 and 6 months.

• A sample of past research or publication in English.

In order to improve its capacity as think tank, catalyst, and knowledge hub, ACE collaborates with Dialogue Partners and International Organisations (DPs/IOs) in conducting joint research, capacity building, and cooperation activities. In secondment, an expert from partner institution would be seconded to ACE, to closely support and jointly conduct priority activities of target organization as per its expertise.

Scope of Works:

  • Joint development of academic paper to be published in respected journal.
  • Publication of popular article or non-academic publication, such as blog, Op-ed, policy brief, and working paper.
  • Internal training or public webinar of expertise topics in renewable energy and energy efficiency.
  • Provision of written information and advice on expert matters, to support various ACE activities, such as preparation of proposal, briefing notes.
  • Participation in projects and events, such as meetings, seminars, documents preparation and review, as well as outreach.


  • A Master’s degree in engineering, energy management, energy policy and planning, economics, data analyst/statistician, public policy, politic or another appropriate specialist discipline. A Doctorate degree is most preferred.
  • Knowledges on energy issues, national, regional, and global energy trends and development and has demonstrated skills to coordinate and develop research areas.
  • Member countries of the ASEAN, as well as observer countries and partner organizations of ASEAN Centre for Energy (ACE).
  • Having a recommendation and fully funded from the national government or partner organization of ACE.
  • Ability to work within an international environment.
  • Good written and spoken of English.
  • The length of a secondment shall be between six (6) to twelve (12) months.

The ASEAN Centre for Energy (ACE) Internship Programme offers a small number of outstanding students the opportunity to acquire work experience with ACE at the ASEAN level, in implementing the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016-2025.

Qualifications and Skills:

  • Final year or recent graduate (at least within one year after graduation) in engineering, energy studies, statistics, law, international relations, finance, human resources, computer science, business, administration and or other appropriate specialist discipline.
  • Graduated with a university degree (Bachelor) and, if selected, must commence the internship within a 6 – 12 months period.
  • Excellent command of both written and spoken English.
  • MS Office skills, familiarity in Microsoft Outlook, with advanced knowledge in Excel, Power point and Word.
  • Ability to plan and organize workload
  • Previous experience in another internship program is preferable.
  • Possess attention to detail, strong willingness to learn about energy sector, passion for working in international environment, initiative, enthusiasm and detailed-oriented.
  •  Ability to work in a team and to adapt to an international working environment.
  • An understanding of international and/or development issues
  • Demonstrate commitment to ASEAN mission, vision, and values
  • Display cultural, gender, religion, race, nationality and age sensitivity and adaptability

Duration: 6-12 Months

Grant: IDR 150,000 per effective working day to cover the daily meal and transport.

Senior Officer shall assist the Manager in handling all aspects of the studies and activities of the ACCEPT project and related works of the PFS Department on power, fossil fuel, alternative energy and energy storage, in light of the priorities of the ASEAN Ministers of Energy Meeting (AMEM) / Senior Officials Meeting on Energy (SOME); and the related Programme Areas (PA) of ASEAN Plan of Action for Energy Cooperation (APAEC) 2021-2025, in particular: PA 1 ASEAN Power Grid, PA 2. Trans ASEAN Gas Pipeline, PA 3 Coal and Clean Coal Technology, PA 5 Renewable Energy, and PA 7. Civilian Nuclear Energy, as well as PA 6 Regional Energy Policy and Planning to Promote Information Sharing on the Energy-Climate Nexus.

Under the supervision of the Manager, ASO will be responsible for the following duties under the ACCEPT project, but not limited to:

  •  Lead research and analysis in modelling the energy transition scenario for ASEAN.
  •  Lead research and study on net-zero emission in ASEAN and design and implement the policy.
  •  Lead research and study on carbon pricing in ASEAN and design and implement the policy.
  •  Support other related studies on the energy-climate nexus in ASEAN.
  •  Coordinate collaboration opportunities with AMS and external partners and represent ACE in various meetings with Dialogue Partners, Intergovernmental Organisations, etc. Liaise closely with other teams and pillars at ACE in this regard.



Education and Experience

  •  A Master’s degree in engineering, energy management, energy policy and planning, economics, data analysis/statistician, public policy or another appropriate specialist discipline. A Doctor’s degree is an advantage.
  •  A minimum of five years of excellent research qualities on energy and climate change, as reflected in an established record of publications in leading international peer-reviewed journals and proceedings of renowned conferences.
  •  Research experience and technical skill in energy modelling (i.e., LEAP, GAMS, PLEXOS, CGE, TIMES, MARKAL, etc.), net-zero, or carbon pricing is preferable.
  •  Experience in the development, coordination, implementation, monitoring, evaluation, score carding and reporting of projects and demonstrated ability to develop and maintain sound working relationships with stakeholders.
  •  Demonstrated ability to plan and organise tasks and workflows, with proven ability for accuracy under pressure and adherence to deadlines.



  •  Teamwork, action-oriented, problem solving, analytical and creative thinking.
  •  Ability to work accurately, pay attention to detail and meet deadlines, organise work efficiently and deal simultaneously with a wide variety of tasks.
  •  Excellent interpersonal attributes, including sensitivity, sound, strong organisational and leadership capability, able to work effectively and efficiently in a multicultural environment.
