BACKGROUND
Established on 1 January 1999, the ASEAN Centre for Energy (ACE) is an intergovernmental organisation within the ASEAN structure that represents the interest of the 10 ASEAN Member States (AMS) in the energy sector. The Centre serves as a think tank, catalyst, and knowledge hub within ASEAN by providing relevant information and expertise to ensure the necessary energy policies and programmes are in harmony with the region’s economic growth and environmental sustainability.
As part of the efforts to fulfil its function as a regional centre of excellence that builds a coherent, coordinated, focused and robust energy policy agenda and strategy for ASEAN, ACE conducts joint studies, policy dialogues and capacity buildings for ASEAN Member States to support the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2021-2025.
ASEAN Power Grid is one of the Programme Areas under the APAEC. The Heads of ASEAN Power Utilities and Authorities (HAPUA) sets out to expand regional multilateral electricity trading, strengthen grid resilience and modernisation, and promote clean and renewable energy integration.
ACE supports HAPUA in implementing various Outcome-based Strategies (OBS) and Action Plans (AP) for the ASEAN Power Grid (APG).
ACE is seeking one (1) Senior Research Analysts on Power to support the activities. This position is in the Power, Fossil Fuel, Alternative Energy and Storage (PFS) Department. The incumbents report to the PFS Manager. Female candidates are strongly encouraged to apply for.

DUTIES AND RESPONSIBILITIES
Senior Research Analysts shall assist the Manager in handling all aspects of the studies and activities and related works of the PFS Department on power sector and other related sectors, in light of the priorities of the ASEAN Ministers of Energy Meeting (AMEM) / Senior Officials Meeting on Energy (SOME); and the related Programme Areas (PA) of ASEAN Plan of Action for Energy Cooperation (APAEC) 2021-2025, in particular: PA 1 ASEAN Power Grid, PA 5 Renewable Energy and PA 6 Regional Energy Policy and Planning.
Under the supervision of the Manager and Program Manager, the Senior Research Analysts will be responsible for the following duties:
- Lead research and analysis in modelling the power system in ASEAN.
- Lead research and study on regional grid integration and designing and implementing the policy.
- Develop draft policy recommendations pertaining to the area of work.
- Manage and execute the implementation and coordination work in ongoing power related projects, under ASEAN Power Grid (APG) program area It includes report development of the outputs according to the project milestones to be circulated to the relevant stakeholders.
- Lead the development of potential project proposals.
- Formulate proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others.
- Coordinate collaboration opportunities with AMS and various external partners and represent ACE in multiple meetings with Dialogue Partners, Intergovernmental Organisations, etc.
- Liaise closely with other teams and pillars at ACE in this regard.
QUALIFICATIONS
- A Master’s degree in power system engineering or another appropriate specialist discipline. A Doctor’s degree is an advantage.
- A minimum of five years of excellent research qualities on power system modelling or energy market as reflected in an established record of publications in leading international peer-reviewed journals and proceedings of renowned conferences.
- Research experience and technical skill in energy system/power modelling (i.e., GAMS, MARKAL, PLEXOS, etc.).
- Experience in the development, coordination, implementation, monitoring, evaluation, score carding and reporting of projects and demonstrated ability to develop and maintain sound working relationships with stakeholders.
- Demonstrated ability to plan and organise tasks and workflows, with proven ability for accuracy under pressure and adherence to deadlines.
