BACKGROUND
Established on 1 January 1999, the ASEAN Centre for Energy (ACE) is an intergovernmental organisation within the ASEAN structure that represents the interest of the 10 ASEAN Member States (AMS) in the energy sector. The Centre serves as a think tank, catalyst, and knowledge hub within ASEAN by providing relevant information and expertise to ensure the necessary energy policies and programmes are in harmony with the economic growth and the environmental sustainability of the region.
As part of the efforts to fulfil its function as a regional centre of excellence that builds a coherent, coordinated, focused and robust energy policy agenda and strategy for ASEAN, ACE conducts joint studies, policy dialogues and capacity buildings for ASEAN Member States to support the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016-2025.
One of the projects that ACE is implementing to support the APAEC is the ASEAN Climate Change and Energy Project (ACCEPT) Phase II. One of the key objectives in ACCEPT II is to support the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC) Program Area No. 6, Regional Energy Policy and Planning, Outcome-based Strategy (OBS) 6, “Promote Information Sharing on the Energy-Climate Nexus”.
ACCEPT II aims to support ASEAN member states and ASEAN’s capacity to transition to Low-Carbon Energy System and contribute to carbon neutrality or a net zero future. The project will simulate a low-carbon economy model, in terms of technology selection scenario to identify and address the challenges and opportunities through capacity building and studies.

To implement the project, ACE is seeking one (1) Senior Energy Modeller from the ASEAN nations only.

DUTIES AND RESPONSIBILITIES
Under the supervision of the Managers, Senior Energy Modeller will be responsible for the following duties under the ACCEPT project, but not limited to:
- Lead modelling work and analysis in modelling the carbon neutrality and net zero scenarios for ASEAN as part of the ASEAN Energy Outlook.
- Lead modelling work and analysis in modelling the carbon neutrality and net zero scenarios for selected ASEAN Member States (i.e. Laos in 2024, continued with other countries).
- Lead research and study on carbon neutrality and net-zero emission in ASEAN and design and implement the policy.
- Support other related studies on the energy-climate nexus in ASEAN.
- Coordinate collaboration opportunities with AMS and external partners and represent ACE in various meetings with Dialogue Partners, Intergovernmental Organisations, etc. Liaise closely with other teams and pillars at ACE in this regard.
QUALIFICATIONS
Education and Experience
- A master’s degree in engineering, energy management, energy policy and planning, economics, data analysis/statistician or another appropriate specialist discipline. A Doctor’s degree is an advantage.
- Experience with LEAP/NEMO, MARKAL/TIMES, MESSAGE, and/or other energy modelling tools. Focus on carbon neutrality/net-zero modelling scenario is an advantage.
- Knowledge of optimization techniques and algorithms such as linear programming, mixed-integer programming, and nonlinear programming. Experience in its application, using tools such as GAMS, Python, R, and MATLAB, is an advantage.
- Experience with data analysis and visualization tools.
- Familiarity with energy system modelling and quantitative analysis, including energy demand forecasting, energy supply planning, and energy policy analysis.
- Strong analytical and problem-solving skills.
- Knowledge of energy storage technologies, renewable energy systems, and energy efficiency measures.
- Understanding of Southeast Asian energy markets, energy policies, and regulations.
