BACKGROUND
Established on 1 January 1999, the ASEAN Centre for Energy (ACE) is an independent intergovernmental organisation within the Association of Southeast Asian Nations’ (ASEAN) structure that represents the interest of the 10 ASEAN Member States (AMS) in the energy sector.
The Centre accelerates the integration of energy strategies within ASEAN by providing relevant information and expertise to ensure the necessary energy policies and programmes are in harmony with the economic growth and the environmental sustainability of the region.
Part of the efforts to fulfil its function as a regional centre of excellence that builds a coherent, coordinated, focused and robust energy policy agenda and strategy for ASEAN, ACE conducts joint studies, policy dialogues and capacity buildings for ASEAN Member States to support the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016-2025.
One of the projects that ACE is implementing to support the APAEC is the ASEAN Climate Change and Energy Project Phase II (ACCEPT II). ACCEPT II is a continuation of ACCEPT Phase I that was successfully accomplished on 31 March 2022. The commencement of the 48-month project officially began on 1 November 2022. This collaborative project between the ASEAN Centre for Energy (ACE) and the Norwegian Institute of International Affairs (NUPI) is funded by the Norwegian Government, under the Norwegian-ASEAN Regional Integration Programme (NARIP), It is the first energy cooperation project in collaboration with the Norwegian Government under the Norwegian-ASEAN Regional Integration Programme (NARIP), which aims to support ASEAN in improving the coherence between the ASEAN energy and climate policies and contribute to more climate-friendly development of the energy sector. Studies are carried out to analyse the existing energy and climate policies, provide recommendations and assist the ASEAN member states in shaping policies, which reflect the synergies between (i) energy policy and energy-related climate policy and (ii) policies at the national and regional levels. The project will entail involvement from key ASEAN stakeholders, and will in the long-term help enhance modelling, analytical and regional policy planning capacities within ASEAN. Furthermore, ACCEPT publishes thematic papers to provide policy analysis and guidance for authorities at the national and regional levels. ACCEPT also promotes the integration of energy and climate through public engagement to increase awareness of the importance of the energy-climate nexus.
To support the information dissemination on energy and climate change, ACCEPT is seeking an experienced consultant as Professional English Editor (Consultant: part-time/on-task basis).
DURATION OF ENGAGEMENT
- The consultant awarded with the assignment will be hired for 31 months period or expected to be started from March 2024 until October 2026 and obliged to work within the required deadlines and be available for a call meeting if
- The consultant will undertake this work for the above-mentioned period with the fee on task basis, which can be continuous or intermittent due to the further discussion between ACE and consultant.
THE TASK TO BE UNDERTAKEN
The consultant will be assigned to provide technical design to the ACE in delivering the product as per the following detail:
- Objective of the assignment
To assist and support the ACCEPT Team or any designated person in copyediting, proofreading, and finalizing ACCEPT manuscripts - Scope of work
The Editor shall review, copyedit, proofread and finalize manuscript including but not limited to check on grammar, style, spelling, and formatting, with a view of improving overall quality of writing, including optimal flow, clarity, and reader-friendliness. In doing so, the editor should refer to the relevant ACCEPT II officers to ensure statements validity. In rare cases, the editor may need to conduct substantive editing. Graphic design and layout of the documents is not included in the tasks. The Editor should maintain full confidentiality in all aspects of assignment. All of final products belongs to ACE and ACCEPT II where the editor has no right to reproduce, copy and republish the final products.
Work Mechanism
- Review and edit documents for both content and flow / logic.
- The editor will be responsible for editing the chapters and narrative sections with a view to ensure clarity and continuity of the argument and political focus of the report; clarity of structure and core themes of the report; internal consistency, both analytical and stylistic;
- Edit, proof-read, restructure, and rewrite documents through proper consideration of document type and targeted audiences.
- Ensure clarity, consistency, logical flow, and readability appropriate for targeted audiences.
- Review, verify and edit to ensure use of sensitive languages.
- Correct spelling errors and grammar mistakes.
- Ensure a consistent style and format throughout the document.
- Maintain the authors’ writing style to the extent practical.
- Eliminate repetition, redundancies and inconsistencies, e.g. between table data and text.
- Ensure appropriate positioning and numbering of boxes, figures and tables.
- Use consistent font(s) – as relevant to headings and text and as per guidelines.
- Ensure all footnotes, sources, references are complete and consistent, as per guidelines.
- Thorough review of annexes to highlight incomplete areas.
- Ensure a complete table of Contents and Acronym List are provided, as per guidelines.
- In collaboration with responsible officers, guide the drafts through fact-checking and copy-editing processes and track responses to queries.
- Proofread designed layout files to ensure a complete print ready file.
- Produce final version ready to be formatted and submitted to relevant audiences.
Qualification & Relevant Experiences Technical skills:
The language editor should meet the following requirements:
- More than 5 years of professional experience as a professional English language editor for a range of audiences, e.g. government report, corporate communication, academic articles.
- Degree in English literature, Journalism, Communication,, International communication or social science related field.
- Mother-tongue level of proficiency in English and demonstrated good writing skills.
- Solid editorial skills with demonstrated ability for logical and analytical writing and editing.
- Exposure, involvement or understanding in any work or project on energy and climate change issue is a plus.
- Prior experience with international or intergovernmental institutions is an asset.
- Expertise in word processor, i.e. MS Word, as well as other MS Office applications.
- Strong communication and interpersonal skills.
- Demonstrate professional competence in meeting commitments, deadlines, and targets.
- Demonstrate integrity and ability to withhold confidentiality.
- Demonstrated cultural sensitivity and sound judgment.
