China (Shanwei) New Energy Industry Innovation and Integrated Development Conference was held on 7 November 2024 in Shanwei, China, as a sideline agenda of the 7th ASEAN+3 (China, Japan, and the Republic of Korea) Clean Energy Roundtable Dialogue.
This conference served to bring forth the perspectives and best practices from China as well as ASEAN in cross-border power interconnection and renewable energy development. In addition to the participation of the previous day’s ASEAN+3 officials and delegates, this conference was also attended by the Guangdong Province and Shanwei government officials, invited think tanks, and Chinese enterprises.

The conference commenced with warm welcoming remarks from the representatives of the Guangdong Province and Shanwei government, which was then continued with a series of sharing on Shanwei’s offshore wind industrial chain and new energy integrated industry. This segment was followed by the session of Discussion and Sharing of Best Practices in Renewable Energy in China and ASEAN, with presentations on the leading practices and learned lessons on the area of cross-border power trade and renewable energy development.

These presentations highlighted critical converging areas, from China power utilities’ green trading experience, current initiative in subregional Brunei Darussalam-Indonesia-Malaysia-the Philippines in establishing Renewable Energy Certificates (REC) market framework, to experiences in high integration of renewable energy to the grid.
The conference proceeded to the panel session under the grand topic of Sharing and Exchange on Development and Investment Practices in China-ASEAN. In this panel session, representatives of the ASEAN Member States and experts from China Renewable Energy Engineering Institute (CREEI), the Economic Research Institute for ASEAN and East Asia (ERIA), and Energy Studies Institute of the National University of Singapore (NUS) exchanged on cooperation needs, future vision, and planning of the ASEAN cross-border electricity trade. The second half of the segment invited experts from the ASEAN Centre for Energy (ACE) and Bank of China Singapore branch to discuss the investment and financing opportunities for intra-ASEAN and cross-regional power interconnection.

Site Visit as Part of the 7th ASEAN+3 Clean Energy Roundtable Dialogue

China Renewable Energy Engineering Institute (CREEI) and the ASEAN Centre for Energy (ACE) co-organised a site visit to the Shanwei (Lufeng) Marine Engineering Base, in which multiple R&D centre and factories of offshore wind and power equipment were housed. As part of the 7th ASEAN+3 (China, Japan, and the Republic of Korea) Clean Energy Roundtable Dialogue, this site visit was arranged on 8 November 2024 and as joined by the officials and delegates of ASEAN Member States.
Centering around the offshore wind power industry chain, Shanwei City relies on 10 GW level Shanwei (Lufeng) Marine Engineering Base. With port-adjacent marine engineering equipment manufacturing as the core, offshore wind power as the characteristic, and marine electronic information, marine supporting services, and marine emerging industries as the support, it forms an advanced manufacturing industry cluster development base with high correlation in the industrial chain and strong radiation and driving effects. During the visit, the delegates from ASEAN Member States highly praised the China’s development in offshore wind power and Shaiwei’s offshore wind power industry. The delegates had a good exchange with the representatives of the enterprises on site, laying a solid foundation for pragmatic cooperation between China and ASEAN in offshore wind power. Delegates observed that the reference can be taken from local offshore wind development on the deployment of APG and offshore wind, and look forward to exploring the experimental and trial platforms between China and ASEAN accordingly.
