• The rationale for this Policy Brief is to clarify the status of capacity building in ASEAN member states (AMS), the issues involved in adopting green investments and funding, challenges, current and future initiatives, and action plans through strategic initiatives.
• New policies on better capacity building in clean energy investments and funding amongst AMS would ensure better solidarity and unity, enhancing cross-border collaborations through sustainability and a clean environment for a better quality of life.
• The creation of the ASEAN Clean Energy Capacity Building Network can leverage AMS in their capacity-building initiatives.
• The development of guidelines in the form of Action Plans incorporating Strategic Initiatives (SI) through a strategic implementation approach for capacity-building programmes in AMS to be shared amongst members of ASEAN.
• Formulate more specific effective policies and regulatory frameworks on clean energy capacity building that can benefit all parties in AMS to improve decision-making and attract investors to invest in clean energy projects or products.
• Narrowing the gap between developed and developing countries in clean energy investment and finance capacity building can only be overcome through close collaboration programmes conducted as specific flagship programmes, supporting training programmes that developing nations can benefit from online micro-credentials or online modules and training materials or webinars.
