Aldilla Noor Rakhiemah, Senior Research Analyst of ACCEPT, Dr. Hoyyen Chan, lead author of ‘Assessment on Carbon Pricing in Brunei Darussalam’ with BCCS and DOE representatives
[/vc_column_text][vc_column_text el_class=”text-par-news”]The ASEAN Climate Change and Energy Project (ACCEPT) team, led by Ms Aldilla Noor Rakhiemah, Senior Research Analyst of ACCEPT was invited to the Prime Minister Office of Brunei Darussalam on 12 July 2023 to present the result of collaboration study between the ASEAN Centre for Energy (ACE) and Brunei Climate Change Secretariat (BCCS).
The collaboration between ACE and BCCS coincides with Brunei Darussalam’s 2021 ASEAN Chairmanship. The primary aim of this collaboration is to support the BCCS in implementing the Brunei Darussalam National Climate Change Policy (BNCCP), particularly Strategy 6 on Carbon Pricing, and Strategy 9 on Carbon Inventory.
A few activities have been carried out under this collaboration, such as a knowledge sharing event, “ASEAN Energy Outlook and the Potential Role of Carbon Pricing”, which was held 22 September 2021, jointly organised by ACE, BCCS and the University Brunei Darussalam (UBD). A review study on greenhouse gases (GHGs) inventory was also conducted between November 2021 and February 2022. Launched in March 2022, the study “Assessment on Carbon Pricing Options in Brunei Darussalam” is a continuation of this collaboration.[/vc_column_text][vc_single_image image=”18712″ img_size=”full” alignment=”center”][vc_column_text el_class=”photo-caption-news”]Dr Hoyyen Chan, Ms Aldilla Noor Rakhiemah and Ms Sufina Salleh from BCCS[/vc_column_text][vc_column_text el_class=”text-par-news”]Dr Hoyyen Chan, lead author of the study presented the outcome of the assessment. The assessment involved quantitative and qualitative analyses. Analyses of the national circumstances, such as the economic drivers and GHG emissions profile were carried out based on data and statistics that were obtained from government official websites, as well as the ACE, ASEAN and BCCS Secretariat databases, and through questionnaires and direct communications. Assessment of the alignment between the strategies under the BNCCP and carbon pricing was largely qualitative analysis. For the assessment of carbon pricing options, qualitative analysis was supported with the background information that was developed through the integrative review, analyses of national circumstances and the review of the existing policy landscape.
The study identified the needed policy, legal, technical frameworks, and engagement strategies for implementing carbon pricing to support Strategy 6: Carbon Pricing of the Brunei Darussalam National Climate Change Policy (BNCCP). During the presentation, Aldilla emphasised that as the first kind of official study on the national carbon pricing that ACCEPT has conducted in the ASEAN region, it is anticipated that this report is not only benefiting Brunei Darussalam and enhance Brunei Darussalam’s energy and climate change profiles internationally but also the other ASEAN Member States (AMS).
