SOME-METI  Accomplishment  2002 - 2003
 

ESSPA

  1. Development of the ASEAN Energy Database (AED) equipped with hardware and software and is available on-line at the ACE website since September 2002. The AED consists of Energy Reporting Format (ERF) and Energy Balance Table (EBT) of the 10 ASEAN Member Countries covering the years 1995, 1996, 1997, 1998, 1999, and 2000. The available 2001 data of some countries have also been published in the ACE website. The energy data from 1985 to 1994 of the ASEAN Member Countries are currently being inputted into the database.

  2. Enhancement of database system by including additional functions, such as data access statistics for analyzing growth rates, etc.; and data retrieval for ERF and EBT.

  3. Development of a stand-alone database validation system that will be introduced to the Member Countries in order to obtain accurate data

  4. Analysis of demand-supply situation in the ASEAN region using 1995-2000 data as base year.

  5. Analysis of energy security situation in the ASEAN region is ongoing.

  6. Conduct of ESSPA Meeting on March 30-31, 2003 in EDSA Shangri-la Hotel, Manila, Philippines which highlighted, among others, the status of database development and future activities of the ESSPA Working Group on energy supply security and planning.

PROMEEC - BUILDINGS

  1. Conduct of Inception Workshop in Singapore on 25 and 26 November 2002, attended by the ASEAN Focal Points for Energy Efficiency and Conservation - Sub-sector Network of the ASEAN Energy Cooperation, and representatives from the Energy Conservation Centre of Japan and ACE. The highlights were: a). presentation on Japan's policy, law, energy management and typical technology for promoting energy conservation in buildings; b) consideration of the project's activities, schedules, and arrangements; c) consideration of recommendations for improvement; d). discussion on the development of benchmarking system for energy conservation in buildings; and e) discussion on future work program of the PROMEEC projects.
     

  2. Energy survey and actual audit of two (2) buildings in Myanmar and Vietnam; workshop on energy conservation technologies realized in Japan; and workshop on database development, benchmarking system, and results of building energy audits held in Hanoi, Vietnam and Yangon, Myanmar from 6 - 17 January, 2003 and 17 - 27 February 2003.
     

  3. Conduct of Inception Workshop for the ASEAN Working Group for Benchmarking and Audit Guideline Development Project and PROMEEC Post-Workshop on 28 February - 1 March 2003 in Yangon, Myanmar. The participants were the ASEAN Focal Points for the EE&C-SSN, representatives from ECCJ and ACE. The highlights of the Workshop were: 1) consideration of the ECCJ report on the results of energy audits conducted in two (2) buildings each in Vietnam and Myanmar; 2) consideration of Japan's experience in the development of database, benchmark, and guidelines for energy conservation in buildings; 3) consideration of case studies developed by ECCJ for Vietnam and Myanmar; 4) consideration of current situation on benchmarking in ASEAN countries; 5) formulation of a three-year work plan for benchmarking system project; and 5) discussion of PROMEEC future plans and directions.

PROMEEC - INDUSTRIES

  1. Inception Workshop, attended by all the ASEAN Member Countries and the representatives from ECCJ and ACE, was held on 25 - 26 November 2002 in Singapore. The highlights of the Inception Workshop were: 1) presentation of Japan's policy, law, energy management and typical technologies applied in buildings and industries; and 2) consideration of PROMEEC - Industries work plan, activities, schedule, and arrangements.

  2. Energy survey, on-the-job training with 25 local participants, and actual energy audits in two (2) garment factories in Cambodia and in two (2) steel factories in the Philippines during the period 9 - 19 December 2002 and 10 - 21 February 2003;

  3. Workshop on energy conservation technologies in industries in Cambodia and the Philippines, attended by 25 local participants.

  4. Workshop on audit results and recommendations for Cambodia's garment sector and the Philippines' steel industry.

  5. Conduct of Inception Workshop of the Working Group for Benchmarking and Audit Guideline Development Projects and PROMEEC Post-Workshop held in Yangon, Myanmar on 28 February - 1 March 2003. The participants were: representatives of the 10 ASEAN Member Countries, ECCJ, and ACE. The highlights of the Workshop for the PROMEEC - Industries project were: (1) consideration of the results of energy audits conducted in garment and steel factories in Cambodia and the Philippines, respectively; (2) consideration of the recommendations for improvement; and (3) consideration of the future policy and work plan for PROMEEC - Industries for 2003-2004.
 
SOME -METI Programme Priorities 2002 - 2003
 

ESSPA

After the development of the on-line ASEAN Energy Database in the ACE website in September 2003, the project in FY 2003-2004 will demonstrate the application of the database and will conduct training and assessment/design of appropriate energy supply security model. This project is expected to continue with the development of demand oriented mode and supply security assessment in 2004; and regional model development in 2005.

For FY 2003-2004, the Database Application, Training and Assessment / Design of Appropriate Energy Supply Security Model phase will conduct the following activities:

  1. Update of data in the database system with 2001 to 2002 data from Member Countries and maintenance of the database system

  2. Workshop and training on energy database and outlook
    a. Introduction of the ASEAN Database System operation
    b. Harmonization and standardization of energy data reporting format
    c. Introduction of energy planning models for energy outlook and security issues
    d. Identification of modeling issues

  3. Assessment of data availability and data gathering for Demand Forecasting Model

  4. Design of model structure and concept such as modules of the model; input data requirement, output representation, and specific country characteristics

  5. ESSPA Focal Point Meeting

  6. Technical support for CLMV countries in database system and application (under IAI); and in-country capacity building (technical exchanges, advisory service, training, etc.) on database development and application

PROMEEC - BUILDINGS

For the past three (3) years, the PROMEEC - Buildings project had covered seven (7) ASEAN Member Countries. For FY 2003-2004, the other three (3) ASEAN countries will be covered, namely: Brunei Darussalam, Malaysia, and Lao PDR to implement the following activities:

  1. Conduct of energy survey and actual energy audits in new and existing buildings, one (1) each, in Malaysia and Brunei Darussalam; and one (1) tropical building in Lao PDR. The buildings will be identified and recommended by the respective ASEAN Focal Points to EE&C-SSN and ACE. The audited buildings will then be endorsed and nominated by the respective focal points to the ASEAN EE&C Best Practices Competition for Energy Efficient Buildings under the ASEAN Energy Awards in 2004;

  2. Development of a database, benchmarking system, and guidelines for energy conservation in buildings in Brunei Darussalam, Malaysia, and Lao PDR; and

  3. Study Tour and training in Japan for 10 days of the members of the ASEAN Working Group on Benchmarking and Energy Audit Guideline Project on benchmarks and energy conservation technologies applied in modern buildings in Japan. This activity will have to be discussed further because of a new proposal on the additional way of implementation. Since the ASEAN Working Group was just established last March, based on the actual results of the project for 2003-2004, it may be necessary to further assess whether or not the present scope of the activities stated in items 1, 2 and 4 can achieve the better output in the future.

  4. Regional post PROMEEC workshop to consider the findings and recommendations of the project.

PROMEEC - INDUSTRIES

For FY 2003-2004, the PROMEEC - Industries, will focus on food industry in Singapore and chemical (caustic soda) industry in Thailand, thus bringing the total number of industries covered by this project to ten (10). So far, eight (8) industries had been covered from eight (8) ASEAN countries, namely: cement for Brunei Darussalam, garment for Cambodia, pulp and paper for Indonesia, power generation for Lao PDR, textile for Malaysia, oil refinery for Myanmar, steel for the Philippines, and porcelain for Vietnam.

The following activities will be implemented for the period 2003-2004:

  1. Energy audits in two (2) food factories in Singapore and in one (1) or two (2) chemical (caustic soda) factory/ies in Thailand

  2. On-the-job training of local personnel

  3. Local workshops on energy conservation technologies in industries

  4. Development of a database, benchmarking system, and guidelines for energy conservation in various industries

  5. Regional post PROMEEC workshop that will be participated in by all the ASEAN EE&C Focal Points and representatives from ECCJ and ACE to consider the findings and recommendations of the project.
